    SACRAMENTO (AP) — California will no longer label dogs seized from illegal fighting rings as “vicious,” making safe rescue dogs more likely to get adopted.
    Democratic Gov. Jerry Brown signed legislation Monday to give dogs with cruel owners a chance at rehabilitation.
