    BUFFALO, N.Y. (WIVB)- Parents want to know when Niagara County Head Start programs will begin this fall. The Community Action Organization of Erie County took over the program after the federal government shut it down in June.
    CAO says it can’t start programs until the NYS Office of Children and Family Services approves employee background checks and building licenses.
