Police in Bromley are appealing for the public's help in locating a vulnerable missing man.19-year-old James Bowers, who has Down's syndrome, has not been seen since he left Bromley College of Further & Higher Education on Rookery Lane, Bromley Common at around 1.05pm on Monday, December 5.He was wearing a red and blue checked shirt, blue jeans and a black coat over a blue body warmer.
