  EMERGENCY services were called to reports of a man hanging from a fourth floor balcony this afternoon – to find it was just a plastic bin bag.A fire engine, rescue unit, two police cars and an ambulance arrived at Cromwell House, in Old Town shortly after 3.20pm looking for the man, said to be hanging by his fingertips. An elderly woman had called 999 and police had to go to her flat to get sight of the 'man' – but saw a bin bag that had unraveled and split in half blowing around in.
