  A driver who was spotted opening his car with some pliers later had his vehicle seized. Preston police said checks revealed the driver had no insurance, no tax or MOT. An officer had also witnessed the driver with a child on the lap whilst the car was moving. Following further checks, which revealed a host of defects rendering the vehicle unfit to be on the road, it was seized.
