    After coming so close last week, and after several years where bad weather has stymied the attempt to fly hot air balloons over London, this Sunday was looking perfect.

    A persistent fare evader has been ordered to pay nearly £6,000, including repaying evaded fares and fines for boarding a train without a valid ticket on 378 occasions.
