  The National Oceanic and Atmospheric Administration (NOAA) published their annual Winter Outlook report on October 19th, 2023. Unsurprisingly, NOAA believes that a strong El Niño will heavily influence the weather pattern across The United States this winter.The report begins with a Seasonal Temperature Outlook for December, January, and February '23/'24.
