    LAWRENCEVILLE, Ga. (AP) – Police say human remains found in a suitcase along a Georgia interstate nearly three years ago were those of a missing woman.
    A Gwinnett County police news release Friday says they belonged to Jessica Ashley Manchini, who would have been 29 when the bones were discovered in July 2016 along Interstate 985 in Buford.
    Police say faded ink on a tag on the suitcase was unsuccessfully tested in 2016, but it was re-examined this month with new technology.

    ERIE, Pa. (AP) – A lawsuit filed by the family of a work-release inmate who died after suffering an asthma attack has been settled for $1.1 million.
    The Erie Times-News reports notice of the settlement was filed Friday, ending the legal fight between Erie County and the family of 48-year-old Felix Manus.
    Manus died at a hospital in May 2018 after having an asthma attack while in county custody.
    His family filed the civil rights lawsuit in July on behalf of his estate.

    HARRISBURG, Pa. (AP) – Gov. Tom Wolf has signed legislation barring Pennsylvania’s municipalities from taxing or banning the sale or distribution of plastic bags and other containers, wrappings, and bags.
    The measure Wolf signed Friday is a 69-page budget-related bill that lawmakers unveiled two days ago.
