  DALLAS (CBSDFW.COM) – The Dallas Police Department said Officer Richard Council was arrested Saturday for family violence assault and interference with an emergency call.
  Officer Council is a 3-year veteran with the department and is currently assigned to the Northwest Patrol Division.
  He is on administrative leave pending an Internal Affairs investigation.
