    LITCHFIELD  — Police say a Torrington man faces charges for his role in a fireworks explosion that caused a man to lose part of his arm last year. The Republican-American reports  28-year-old William Brookshire was arraigned Friday on charges of illegal possession of fireworks and other offenses.     NORFOLK — Heads up Norfolk! 176 homes have been affected by a Frontier Communications outage. The outage left the houses without the ability to place phone calls, including 911.
