    EAST HARTFORD–A man who officials say intentionally downed a small plane did not die from the crash impact.     Toro will come to CCSU from the University of Arkansas, where she’s executive vice chancellor, provost, and engineering professor. She begins hew new job on Jan. 3.
    Toro replaces Jack Miller, who retired as CCSU president in September after 11 years. Her starting salary will be $289,500.
