  COLUMBUS -- Federal funding has ended for a program that provides insurance for children in need. It leaves a big question, who will pick up the tab when the money runs out?Congress is working on a fix for the Children's Health Insurance Program, or CHIP. But, there's no certainty it will go through. CHIP provides insurance for children of working families who don’t qualify for Medicaid.CHIP is a federal program.
