    BUFFALO, N.Y. (WIVB) -- A Lockport man was arrested and charged with first-degree rape Friday following an investigation, the Niagara County Sheriff's Office announced.A complaint involving a juvenile victim led to the investigation. Edwin Livingston, 39, was charged with first-degree rape, first-degree criminal sexual act and first-degree sexual abuse.
