    BUFFALO, N.Y. (WIVB) – Erie County lawmakers held their first hearing into last week’s massive failure of the county’s 911 system, Thursday afternoon, and public safety officials testified the failure was caused by a combination of factors, including human error.
    The control center went down at the county’s Public Safety Campus downtown, but the backup system designed to divert 911 calls to dispatchers at suburban call centers also failed.
