    ANNAPOLIS, Md. (WJZ/AP) — A Maryland panel on education has voted to recommend updating the state’s funding formula between the state and local governments to phase in a major increase in money for schools.

    Police said the driver, Norris Carl Assam, of Rosedale, was heading west on Kenwood Avenue and failed to stop at a red light. The vehicle then hit a light pole.
    Assam was taken to an area hospital where he died, police said.
