    He has been charged with first degree murder and related charges.
    Police say he killed 41-year-old Andrew Terrell of the 700 block of Bethnal Road on April 28 in the 200 block of East Street.

    ANNAPOLIS, Md. (AP) — Gov. Larry Hogan is holding a regional Cabinet meeting in Carroll County.
    It’s scheduled for Friday at Carroll Community College in Westminster.
    After the meeting, the governor will tour the county and visit with local elected officials. Hogan also will tour local businesses and meet with constituents.
    One stop will be at the Carroll County Public Safety Training Center. The governor will also speak with students at Hampstead Elementary School.

    SHWAUBENON, Wis. (AP) — A student dressed as a storm trooper for “Star Wars Day” prompted the evacuation of a Wisconsin high school when a frightened parent saw the costumed figure entering the facility and called 911.
