Gov. Gavin Newsom released his 2019-20 budget earlier this month that, at first glance, has something for everyone to love and dislike. His budget can be classified into three parts — the good, the bad, and the ugly.

There is a lot to applaud in the budget that reflects Republican values. These include expanded efforts to pay off past debt and tackle some of the unfunded pension liabilities for retired state employees. The proposal also increases the Earned Income Tax Credit for w

No one disputes that California has a big budget surplus. According to the Office of the Legislative Analyst, California has budget reserves in excess of $18 billion. Our budget reserves exceed the entire state budget of eighteen other states.
One would think that the funds available for discretionary spending would chill any appetite for higher taxes. But this is California.
