    Subcontractors with queries over their tax affairs have been left stranded after HMRC decided to shut its self-assessment telephone helpline for three months.

    Cardiff City Council has signed off an enabling works deal with Morgan Sindall to rebuild 900-place Willows High School.
    The £3.4m enabling works signals the go-ahead for the latest scheme to be delivered under the Band B, Sustainable Communities for Learning programme.
