Green Party Leader Emily Lowan will be running in the Saanich North and the Islands riding, while incumbent Rob Botterell is out.Botterell says this was his decision, and that he always planned to serve only one term.   Nearly a month after Van Cuong Nguyen, 47, was last seen, Abbotsford police have now located his body.
  Nguyen had disappeared on Aug. 26 in his Lexus, which was later spotted parked along Boundary Road.
