After two days of arguments, bail decision for former hostage Joshua Boyle expected Friday
Former hostage Joshua Boyle will find out whether he will be granted bail Friday after two days of marathon arguments by lawyers involved in the case.
Ontario Justice Robert Wadden said he will render a decision regarding Boyle on Friday morning. The submissions made by attorneys over the past two days are under a publication ban.
Boyle was arrested by Ottawa police in December and charged with various offences, including assault, sexual assault, unlawful confinement and causing someone to take -

Ottawa teacher reprimanded after putting a plastic bag over student's head
An award-winning Ottawa science teacher has been reprimanded for demonstrations he held in his classroom, including one called “oxygen deprivation,” in which a plastic bag was placed over a student’s head.
According to a heavily-redacted written decision by a panel of the disciplinary committee of the Ontario College of Teachers, the demonstration was one of a number conducted by teacher David Vesey which “failed to ensure student safety.”
Vesey began teaching in th -
Meanwhile, back at the department that gave us Phoenix Pay …
There was something rather odd about the sequence of Auditor General Michael Ferguson’s two recent reports on the botched rollout of Phoenix, the federal government’s two-year-old pay system.
Last November, Ferguson examined how Public Services and Procurement Canada — the department in charge of the Phoenix project — was trying to resolve tens of thousands of pay issues that erupted in 2016. Not well, he concluded.
With his latest report, published Tuesday, Ferguson and -
Heavy delays on eastbound 417 after multi-vehicle crash
Traffic remains slow on the Queensway, eastbound at Nicholas Street, after a multi-vehicle collision briefly closed the two left lanes on the highway.
As of 4:20 p.m., the left two lanes had been reopened, but traffic remained backed up as far west as Pinecrest in Nepean, causing delays of up to an hour and a half for those heading east
The collision happened shortly before 3:30 p.m. on Wednesday, but the OPP were unable to comment as to the number of vehicles involved.
Emergency services did re -

Editorial: Public service under fire for Phoenix mess
The mind reels, every time there’s a new revelation about the Phoenix pay system. What’s interesting about Tuesday’s auditor general report is that Michael Ferguson re-treads some familiar ground, while also laying out some stern words for the federal public service itself.
“The building and implementation of Phoenix was an incomprehensible failure of project management and oversight,” says the report. It’s Michael Ferguson’s second look at Phoenix in ha -

Richardson: Reflections on spring, love and loss
I took two days off work recently to return to England for the wedding of my niece, Anna, in Winchester, a beautiful old cathedral town near the south coast.
Impatient for spring to arrive in Ottawa, I was delighted to find the daffodils and tulips already in full bloom, the cherry blossom trees a riot of colour.
Shortly before the ceremony, my brother told me that our mother had died.Although mum had been sick for years, the end came quickly. Last summer she could still make it out of the house -
Use carbon-market money to make a dedicated cycling budget for Ontario, Naqvi says
Ontario’s transportation budget should have money dedicated to bike path and lanes every year, Ottawa Centre Liberal candidate Yasir Naqvi said Tuesday, the way it does for roads.
Naqvi is fighting to keep his seat in Ottawa Centre and held a short press conference at the construction site for a new footbridge across the Rideau Canal between Fifth Avenue and Clegg Street, a $20-million project to which the provincial government under the Liberals contributed $5 million.
The government&rsqu -

Does Mayor Watson think Melnyk should sell the Sens? 'That's up to Mr. Melnyk'
Mayor Jim Watson doesn’t have an opinion — not publicly, anyway — about whether or not Eugene Melnyk should sell the Ottawa Senators.
Former Senators captain and key-to-the-city recipient Daniel Alfredsson has reportedly talked with Watson about how much a new owner is needed for the hockey club.
Alfredsson, who made a big endorsement for Watson during the mayor’s re-election campaign kickoff event Sunday, made those comments to blogger and former Ottawa Sun columnis -
Project to build Phoenix Pay was 'an incomprehensible failure,' says searing auditor general report
Auditor general’s take on Phoenix Pay: Five things you should know
* The audit determined that Phoenix Pay was launched in 2016 without proper testing or a contingency plan. The system lacked many pay processing functions, had significant security weaknesses and there was no plan to upgrade the underlying software.
* The project was built on a false economy: rather than seek more money to do the job properly, Public Services and Procurement Canada cut project staff and reduced the number o -

Cohen: Mississippi cannot escape its past
JACKSON, Mississippi – The highest point in the State of Mississippi is Woodall Mountain in the northeast. It is 806 feet above sea level.
Mississippi is unfailingly flat. Much of it lies on the Gulf of Mexico. The Mississippi Delta, which extends some 325 kilometres between the Mississippi and Yazoo Rivers, is like a vast tabletop. Its dark, loamy soil falls to the horizon; imagine the Prairies with buzzing crop dusters and endless fields of cotton.
The Delta has flooded catastrophically -

Brain-injured cyclist Robert Wein counts his blessings
Nine years after suffering a near-fatal brain injury, Robert Wein continues to find new reasons to be thankful.
Wein was the most desperately injured among the five cyclists who were mowed down on March Road by a sleepy van driver on the morning of July 19, 2009. He suffered a collapsed lung, broken ribs and a brain injury that was so severe doctors were unsure if he’d ever regain consciousness.

Tanker runs aground in St. Lawrence at Morrisburg
A 145-metre tanker ship ran aground early Tuesday morning on the St. Lawrence Seaway, but there was no spill and traffic continued on the busy shipping channel.
The Prescott Anchor was the first to report that the Chem Norma, an oil/chemical tanker flagged by the Marshall Islands and bound for Sarnia, was grounded west of Morrisburg Beach, about 80 kilometres south of Ottawa.
