A Quebec teen who sparked a social media firestorm after photos were posted of him wearing an anti-gay T-shirt has been handed a conditional discharge.
Julien Clément pleaded guilty to mischief in “willingly interfering with enjoyment of property” on Monday.
Under the conditions, he is to undergo a year of probation, he must keep the peace and be of good behaviour and not possess weapons. Although he was found guilty, the court did not enter a formal conviction.

Phoenix Pay: Auditor General to weigh in (again) on Tuesday
Auditor General Michael Ferguson on Tuesday will dissect the Phoenix Pay debacle for the second time in six months.
In his first effort, delivered last November, Ferguson pointed out it had taken the bureaucrats in charge of the $310 million project a full year after problems first became evident to come up with a plan to fix the flawed system.
Just as damning, Ferguson calculated the cost of a repair would likely top $540 million by March 31, 2019.
Finance Minister Bill Morneau confirmed this a -
Reevely: All parties pledge to build a new Civic — but how they'll do it isn't always clear
Doug Ford and Andrea Horwath would both build a new Civic campus for The Ottawa Hospital, their parties promised Monday, answering a Liberal attack that neither the Progressive Conservatives nor the New Democrats specifically mention the $2-billion project in any of their previous promises.
Plans for a major new hospital to replace the century-old Civic building have been in the works for a decade. The Ottawa Hospital has leased federal land near Dow’s Lake and begun work on design concept -

Night before, teen accused in Christian Science killing seemed 'normal'
Music, it was once written, helped save his life. Violence, it is now alleged, is threatening to ruin it.
Tyler Hikoalok, who just turned 18, made a first appearance in court Monday and is accused of a horror-filled crime — the daytime slaying of a Christian librarian who volunteered her time to support those looking for healing through the Scriptures. “Sweetness” is how her friends described the nature of Elisabeth Salm, 59.
Appearing via video-link, Hikoalok mostly looked dow -
Weekend six-hour parking begins on streets without posted limits
Motorists will be treated to more free parking on streets without posted time limits starting this weekend.
The City of Ottawa will start six-hour parking limits on those streets between 7 a.m. and 7 p.m. on weekends and holidays, increasing the current maximum by three hours.
The city consulted the public about the parking proposal before bringing it to the transportation committee and council for approval last September. Now it’s time to put the new bylaw into force. The rules go into ef -

A diver who worked to recover a small plane that plunged into the Ottawa River on Saturday morning died during the recovery effort, police said Monday.
John Beevis, 56, of Laurentian Valley Township became entangled in a rope attached to the plane — which made a forced landing near Balmer Bay on the Ottawa River in the town of Laurentian Hills on Friday. The 49-year-old pilot, who had departed from the Deep River airport, suffered minor injuries when he set the plane down in the river -
Suspect identified in south end shooting that left man dead, woman injured

The night before, dozens of police vehicles descended on a townhouse on Patola Private after police reported an “active shooting” around 7:30 p.m.

Damage from fire at seniors' residence set at $1M
A fire that forced more than 70 senior residents to flee their residence early Sunday morning caused more than $1-million damage to the 66 unit retirement home in Centrepointe.
Fire officials said the four-alarm fire started around 3 a.m. on the roof and attic of a parking structure, at The Meridian retirement home near Algonquin College. Firefighters were able to contain the flames to the common area that links 1 and 3 Meridian Place. Officials said about 60 of the 66 units were affected by smo -
Purple putty-like substance contained heroin and fentanyl, police say
A purple putty-like substance seized from a Vanier home early this month has been confirmed as a powerful opioid mixture, known as purple heroin.
On Monday, the Ottawa police drug unit received the results of the analysis by Health Canada confirming that the substance seized on May 9 contained heroin and fentanyl, as well as other non-controlled substances.
City officials say the substance — known by its street name “purple pebbles” — is becoming more prevalent in the cit -
Scanlan: Alfredsson speaks out on the worst kept secret in town
Daniel Alfredsson could read pages from the phone book and the good people of Ottawa would gather to hear it.
When Alfie speaks, the community listens, whether the topic is mental health, the state of the Ottawa Senators, or life as a hockey dad and minor league coach, away from the fray.
What he reportedly said on Sunday was slightly more provocative than the usual musings of a retired hockey star.
At what was expected to be the rather innocuous launch of Mayor Jim Watson’s re-election ca -

Planning recently started for what will be called the National Defence Operational Headquarters, a facility that will be home to 4,500 civilian and military personnel. New measures intended to protect Rockcliffe Park 'jewel'
New measures are in place to protect the “jewel” of Rockcliffe Park — the neighbourhood’s famed swimming hole.
A former gravel and sand quarry, the Pond is an inviting place to take a dip in the summertime. Over the past decade, declining water levels have created more space along the shoreline, which — on warm weekends, especially — often attracts families and sunbathers alike.
New posts and ropes have now been installed on either side of the rocks at the pon -

Today's letters: Happy to pay Canadian beer prices
Pricey beer is worth the costRe: Letter: Prices driving Canadians to U.S, May 25; Letter: Ontario’s health care is just fine, May 25
After spending three months in Myrtle Beach this past winter I’m still getting used to the shock of prices of gas and other commodities in Canada as compared to the U.S.
Filling my gas tank in Myrtle Beach cost me $25 US as compared to almost $60 CAD in Ottawa. The price of a glass of draft beer at a local pub in Ottawa $7.21 CAD as opposed to $2.50 US -
Hot, humid weather will make it feel like 36
If you don’t breath or blink or think you might get through today without sweating.
It’s going to be hot.
It’s going to humid.
It’s going to be sweaty.
Environment Canada is forecasting a high of 31 C but it could feel as warm as 36 with the humidex.
The average temperature for this time of year is 21.5 C.
We won’t be far off from the record high for this day, which was recorded in 1978 when the mercury hit 32.6 C.

Ramos and Aiken: How artificial intelligence can improve health care
Policy debates over how to solve problems around access to family doctors, wait times for elective surgery, home care, transfer to long-term care, tracking the over-prescription of opioids and many other serious health dilemmas facing Canadians rarely consider the role artificial intelligence (AI) can and will play in offering solutions.
But the potential to realize the benefits of AI requires a proactive policy strategy that is geared to the future rather than a reactive approach, constan -
Baylis: Why paying for sperm won't solve our problems
Much confusion has resulted from a recent proposal to amend the Assisted Human Reproduction Act.
Liberal member of Parliament Anthony Housefather decries the fact that, in Canada, it is illegal to pay for surrogacy, arranging the services of a surrogate, eggs and sperm.
Currently, only reimbursement for expenditures is legally permitted. Housefather wants to remove the prohibition on payment for reproductive services and reproductive materials.
The ethics of paying for bodily tissues (not just e -

Less than two weeks out, polls show Horwath and her New Democrats way ahead of Wynne and her Liberals and surging to tie or surpass Ford’s Progressive Conservatives. In three campaigns, she&r -

The myth surrounding Canadian Leopard tanks in Afghanistan
As stories go it’s a pretty good one.
The Canadian Army was up against a tough enemy – the Taliban – in Afghanistan. Commanders called for Leopard tanks to join the battle but those armored vehicles had been mothballed and made into monuments.
So the ever resourceful Canadian Army crews jumped in the Leopard tanks mounted on concrete pads outside bases as monuments and drove them off those platforms, making sure they were shipped to their comrades in Afghanistan.
