Integrity commissioner Robert Marleau has confirmed to council that he’s investigating a complaint about the city’s budget review board.
Marleau declined to answer questions about the complaint when contacted by the Citizen on Monday since the allegation is treated as secret, but he’ll file a report to council at an open meeting when his investigation wraps up. He said he targets completing his inquiries within 90 days.

Embattled band Hedley 'no longer working with' WE Day, organization says
WE, the charity founded by child’s rights advocate Craig Kielburger, is “no longer working with” Hedley, a Canadian rock band facing allegations of sexual misconduct.
The band were “celebrity ambassadors who have done much to support WE’s work at home and around the globe, including numerous WE Days,” said a spokesperson from WE in a written response to questions from this newspaper.
“WE is no longer working with Hedley.”

Reevely: All possible harm done, Patrick Brown quits the PC leadership race
Patrick Brown’s latest departure from the Progressive Conservatives will probably be his last, but he could still do more damage if he really wants to: He’s quit the race to replace himself too late to get his name off the ballots members will use to pick the party’s next leader.
Brown’s quitting the race was finally confirmed by Hartley Lefton, the lawyer who heads the Tories’ leadership-race organizing committee, after a day of speculation.

Scanlan: Karlsson and Senators survive trade deadline but departure looms
In the end, Erik Karlsson was not traded by the 3 p.m. deadline, allowing Senators fans to draw their first clean breath in two days.
Then came the nagging second thought — that Karlsson is now likely be traded at or around the NHL entry draft in June. General manager Pierre Dorion promised to make Karlsson a contract offer “if he’s here on July 1,” hardly reassuring. One former NHL GM termed that comment “peculiar.” Karlsson is under contract until 2019.

City crews out in full force after weekend freezing rain coats city streets
City crews were still out salting and sanding streets and sidewalks early Monday morning after a blast of freezing rain Sunday turned the city into a skating rink.
“It’s a challenge – we have a lot of ground to cover,” said Bryden Denyes, area manager of road services with the city’s public works department. “The freezing rain is always a challenge to deal with.”
Paramedics reported a spike in injuries related to falls – from bruises and broken bon -

Bluesfest fans angered by new ticket rule eliminating in-and-out privileges
Some RBC Bluesfest fans say they’re rethinking buying tickets after organizers added a proviso that pass holders don’t have in-and-out privileges.
Jeb Bond, an Ottawa musician who performed at Bluesfest in 2008, said he was interested in attending the festival this year, but decided against it because of the new rule on the adult full festival pass.
“A lot of people were really surprised by this. I was disappointed,” he said.
Bond said he in the past has entered the groun -
Chelsea doctor accused of sex crimes no longer under house arrest
A Chelsea doctor accused of secretly filming a female patient and sexually assaulting 10 more patients dating back to 1995, is no longer under house arrest.
Dr. Vincent Nadon, 56, had his bail conditions loosened on Wednesday, the same day he was charged with 10 more counts of sexual assault. The doctor’s house arrest was only for 30 days to give Ottawa police detectives more time in their sprawling investigation. Nadon was first charged with sex assault and voyeurism after a patient -
Elgin Street construction begins in March, council told
A major construction project on Elgin Street will begin next month, forcing lane reductions and closures on side streets, city staff have warned council.
Alain Gonthier, director of infrastructure services, told council in a memo last Friday that Bell Canada will start fixing maintenance chambers and installing ducts beginning in March.
His email kicked off an email exchange over the weekend between a handful of council members and staff. Councillors are worried that the construction on Elgin St -

Super library tops city's wish list for Tuesday's federal budget
If the federal Liberals on Tuesday earmark money for a new Library and Archives building in Ottawa, perhaps the 2018 budget book will get a special place in the stacks of the new Ottawa Public Library main branch in LeBreton Flats.
It’s just one of the items on Ottawa’s budget wish list, which every year features infrastructure needs beyond what city hall can afford on its own.
The selected site for a new central library in Ottawa, which will be a four-floor facility on 3.56 acres at -
DeVries and Shearer: Can cycling and the LRT mix? Indeed
Will there be room for bikes on Ottawa’s new $2.1-billion LRT system? At last Wednesday’s Transit Commission meeting, staff recommended that bikes be banned completely during peak periods, from 6 to 9 a.m. and 3 to 6 p.m. A number of the commission’s members were wondering why staff were suggesting we couldn’t get everyone on the train. It didn’t seem like the right move for a city that wants to be green and sustainable. Ultimately, the commission rejected the staff -

Don't give fake ID to Canada Revenue Agency (and other handy tips)
When an auditor from Canada Revenue Agency comes to call, it doesn’t pay to be too chummy.
Instant friendliness, the over-the-top kind that no one actually feels for the tax man or woman, is a “red flag” that suggests you have dirty tax secrets, according to internal documents for the agency.
So are other actions that may seem harmless on the surface, such as understanding the tax rules, and telling people your business is above board.
It’s all a matter of how you go abou -

Gurprit S. Kindra: Trudeau's trip to India both misinformed and myopic
Nearly a year and a half before the next federal election, Justin Trudeau’s re-election campaign – in India – took a weird turn.
India has big plans: The government in New Delhi foresees investments of $4.5 trillion U.S. by 2040 on clean power, bridges, dams, roads and modern urban infrastructure. Leaders from Europe, South Korea, China and Japan are sharply focused on Indian markets, and their country delegations are making significant inroa -

Today's letters: Trudeau's India trip – who's to blame for the mess?
India should not have snubbed well-meaning PM
It is lamentable that Prime Minister Justin Trudeau’s visit to India got mired in preventable controversies. Due to suspected Trudeau-government sympathies towards some groups in Canada, the government of India was taciturn and Trudeau’s welcome was subdued. Nevertheless Trudeau is the prime minister of a large country and deserves due respect. Of the 35 million population of Canada, about 1.4 million are of Indian origin. How will they b -

It all started with a tongue-in-cheek tweet from the German Foreign Office. After the German men's hockey team shocked Canada 4-3 in the semifinals of the Winter Olympics, the foreign office tweeted out a travel advisory. "Germans in Canada should ... -
Wait… is winter over?
Say hello to spring?
It’s only February 26th but spring-like weather is already here.
Today’s high is expected to hit 6C.
Tomorrow high is supposed to be near 9C.
That’s not it for above zero daytime temperatures.

A snowshoer and dog make their way along the edge of the Ottawa River at Westboro beach.
Environment Canada’s forecast for the next week (again, this is only during the day) never drops below 3C. -

Deani Van Pelt: Why Ontario needs its religious schools
The Elementary Teachers’ Federation of Ontario has come out with some bad advice that would disproportionately hurt Ottawa.
Seizing on recent media reports that up to 11,000 non-Catholic students – most of them in Ottawa – attend Catholic schools in Ontario, the ETFO has called for the elimination of Ontario’s Catholic school system.
