City hall blog: Watson rejects integrity allegation, maintains 'Christmas miracle' didn't come earlier
There’s a good chance Mayor Jim Watson will receive a call from the integrity commissioner about the “Christmas miracle.”
Watson chairs the budget review board, which is named as the subject of Robert Marleau’s inquiry.
We received a preview on Wednesday of what the mayor might tell Marleau should the integrity watchdog call.
Watson rejected any allegation that the budget review board withheld information about a 2017 surplus, $10 million of which was announced as availab -
Public servants rally in Ottawa to protest Phoenix payroll system
Federal public servants held rallies in Ottawa and across the country Wednesday to mark the second anniversary of the troubled Phoenix payroll system that has messed up so many of their paycheques.
The rallies came a day after the federal budget provided more money to fix Phoenix and to study the possibility of adopting a new payroll system.
The budget measures are encouraging, but don’t go far enough, said Robyn Benson, president of the Public Service Alliance of Canada (PSAC), which orga -
The City of Ottawa isn't women-friendly and needs a women's bureau, Deans says
Knocking the City of Ottawa as “not women-friendly,” a veteran councillor is calling for the city to create a women’s bureau at city hall and consider gender balance in municipal government decisions.
“You feel the momentum building in the last few years, and then there’s city hall,” Gloucester-Southgate Coun. Diane Deans said Wednesday. “If we don’t move ahead, we fall behind.”
Deans put council members on notice that she’ll ask for th -
Egan: 'Victims are continually being left in the dark,' crash victim's family laments
Robert Cadieux just wants his day in court. On Wednesday, he was served a month of the justice system instead.
Cadieux, 51, his three children and a small army of boisterous supporters arrived at the Cornwall courthouse on a bright, warm morning, hoping to officially face the offending motorist in a collision that killed his wife Kristine, 32, on June 28, 2017.
All the pieces seemed to be in place.
Recognizing its own error, the Crown had launched an appeal of the sentence handed Felix Laframboi -
Officer pleads guilty to misconduct for punching teen during traffic stop
An Ottawa police officer who punched a teen twice in the head and was found to have repeatedly breached the teen’s charter rights has pleaded guilty to police misconduct.
Const. Nikolas Boldirev pleaded guilty Wednesday to one count of unlawful or unnecessary exercise of authority under the Police Services Act. An Ontario judge had admonished Boldirev in March 2017 in a decision that lambasted the Ottawa Police Service for what the judge said were cavalier and systemic breaches of peo -
CHEO patient volumes reach 'unprecedented' levels as influenza B surges
CHEO patient volumes have reached “unprecedented levels” as the hospital’s emergency department struggles to cope with a sustained influx of flu patients.
The Children’s Hospital of Eastern Ontario saw 7,200 patients in January — more than in any month of the H1N1 flu outbreak that badly stressed the health care system in the winter of 2009.
Patient volumes at CHEO continued at peak levels in February as preliminary estimates show the emergency department hand -
Ottawa police collision investigator pleads guilty to fake sick day
An Ottawa police collision investigator who called in sick — lying that his mother-in-law was ill so he could attend an out-of-town boy scout jamboree — has pleaded guilty to police misconduct.
Const. Darwin Turner pleaded guilty Wednesday to one count of discreditable conduct under the Police Services Act. In exchange for his guilty plea, the police service withdrew charges of insubordination and deceit against him.

"I'm more confident in being in the moment" — The Diana Panton interview
Diana Panton may be a high school teacher by day and a jazz singer by night, but she’s anything but a musical dabbler.
Not only has the pure, gentle-voiced singer made eight albums, but two of them have won Junos. While Panton is based in Hamilton, she has toured not just across Canada, but also to Mexico, Japan and China.
She performs with some of Canada’s best jazz accompanists, including guitarist Reg Schwager and bassist Neil Swainson, both from Toronto, who join her Saturd -
Accused Ottawa killer again seeks 'Jordan decision' stay in long-running murder case
Accused killer Adam Picard is expected to file a fresh application for another stay of his first-degree murder case on grounds that it took too long to get to trial.
Picard, 34, in fact, had won a stay back in 2016 for unreasonable delay after spending four years in jail awaiting trial for the June 2012 killing of Fouad Nayel, 28.
The stunning decision that saw Picard walk out of court a free man devastated Nayel’s family. Even the judge said the justice system had failed everyone.&n -

McMillan: Don't squander Canada's chance to be a leading global energy supplier
Canada could play a pivotal role in supplying our growing world with the energy it needs for tomorrow but time is running out. Our country is falling behind in the race to reach global markets.
Rising government costs, inefficient regulations and our inability to get major pipeline projects built are eroding investor confidence in Canada’s oil and natural gas industry, and Canadians are suffering as a result.
The competition for global capital is fierce. Since the economic downturn in 2015 -

The Sheepdogs colour outside musical lines
For the Sheepdogs, chilling out doesn’t include a comfy couch and Netflix binging. Recently, the Saskatoon group took a busman’s holiday, a vacation where their to-do list was more work. During that time, they made the album Changing Colours. Instead of rushing to complete it, the band chipped away at the record over six months, taking time off if necessary.
Frontman Ewan Currie said the lack of a time constraint made room for “happy accidents.”

Glavin: Trudeau continues his India errors even after returning home
When Prime Minister Justin Trudeau departed from India on Saturday, it was hardly possible to imagine that Canada’s standing in New Delhi could plummet any deeper into the abyss of humiliation than eight days of non-stop travelling gaucherie, diplomatic outrage and burlesque fiasco had already sunk it. But as things have turned out, the lurid spectacle has not yet come to anything like a merciful conclusion.
This is not going away any time soon.
It was bad enough that some “senior se -

Ottawa police commercial vehicle blitz nabs driver who's never had licence

Woodfinden: Liberals' pharmacare stance aims to steal NDP votes, again
There are still more than 18 months until the 2019 federal election, but the 2018 budget may have just revealed what the Liberals intend to make the campaign all about.
On Monday, Ontario Health Minister Eric Hoskins surprisingly abandoned Queen’s Park. Tuesday’s federal budget confirmed that Hoskins will chair an advisory council that will conduct an economic assessment of the viability of a national pharmacare program.
The government has already studied the idea extensively. T -

Canadian special forces has no kill list for Canadian jihadis, says Gen. Vance
A number of the questions Chief of the Defence Staff Gen. Jon Vance was asked by senators on the defence committee Monday focused on concerns about Canadians who fought for the Islamic State of Iraq and the Levant. The senators wanted details about whether these Canadians were slipping back into the country and if so, how many had done so.
Gen. Vance rightfully pointed out that the military doesn’t collect that type of information or track that particular issue. That’s the job of Can -
Adam: Why the flu vaccine is still worth getting
Having been abroad at the beginning of the flu season, I came back last month thinking the worst was over, and with the season winding down, there was no need to get a shot. Until I spoke with Ottawa Public Health, who stressed that far from being over, there might be another flu wave on the way.
Needless to say, I scrambled to get a shot, and if you are in a similar situation, consider doing the same.
The reason for concern at Ottawa Public Health is that laboratory tests are coming up with mor -

Phoenix: 'How can you ask someone to serve their country when you can't even pay them?'
Every other Monday morning, Jillian Graham plays a game she calls Russian roulette.
The 36-year-old Canada Revenue Agency tax collector arrives at her office in Prince George, B.C., and goes online to see how big or small her paycheque will be that week. It should be somewhere around $1,500, she says, but that’s rarely the case. Sometimes it’s too much, like the $1,742 she received last November. On other occasions, it’s woefully short — her pay immediately before Christm -

Cold, soggy end to February, March arrives with risk of flurries
February showers bring a crop of March snow?
It’s not an aphorism that’s likely to catch on but it’s Ottawa’s forecast with clouds, periods of rain beginning in the morning and a high of 6 C Wednesday.
Thursday should be warm but blustery with easterly winds at 30 km/h gusting to 50 in the afternoon and a high of 5 C but then there’s a 60 per cent chance of overnight snow and a low of -3 C.

Today's letters: Can Phoenix be fixed?
Rules too complex for Phoenix
Re: Risks unheeded, journey without end, Feb. 24.
In his excellent article on the Phoenix pay saga, James Bagnall mentions the 80,000 pay rules that must be administered. What this says to me, a retired IT worker, is that the government payroll has hit the “complexity wall”: No IT system, including the people who run it, can completely and correctly cope with so many rules.
If there is to be a working central pay system for most government employees, the -

Public school board censures Donna Blackburn for 'disrespectful' email she sent to fellow trustee
The Ottawa public school board voted Tuesday to censure Donna Blackburn for disrespectful behaviour, a penalty one of her fellow trustees likened to a “public shaming.”
Trustees decided that an email Blackburn sent to trustee Erica Braunovan violated the board’s code of conduct. The vote was unanimous except for Blackburn, who was not allowed to vote.
In the email, Blackburn called Braunovan “arrogant” and suggested her fellow trustee was neglecting school board bus -

Budget 2018: Federal government commits $73M for new Ottawa super library
The federal Liberals will to help fund a $168-million super library, giving the City of Ottawa the confirmation it needs to start planning a facility on LeBreton Flats in collaboration with Library and Archives Canada.

Budget 2018: Shared Services nabs $2.1 billion in multi-year financing
There’s been so much noise surrounding the botched rollout of the government’s Phoenix pay system, it’s easy to lose sight of what’s been happening at Shared Services Canada — the central computer services agency launched in 2011.
Finance Minister Bill Morneau in Tuesday’s budget committed $2.1 billion in fresh funding over the next six years, seemingly providing the agency with solid multi-year financial footing for the first time in its existence.

Reevely: No money behind Morneau’s promise of national pharmacare
The new federal budget promises a national pharmacare program without promising any money to pay for one.
It’s symbolic of a budget that talks about the middle class on every page, spends $7 billion more than the Liberal government planned, and somehow does relatively little for the middle class’s benefit.

Reevely: Feds set carbon-tax trap for Ontario Tories
The province should say in the next month if it wants the federal government to tax carbon emissions for it, Tuesday’s federal budget says.
That’ll be tricky, with greenhouse-gas taxes likely to be a central issue in the spring election campaign. In fact, if the federal plan were to jam up the provincial Progressive Conservatives, it would be hard do it any better.
The Ontario Liberals will be happy to let the federal deadline go by at the end of March. They’re all set to meet -

First, the good news. The Liberal government is ditching the two-year-old Phoenix pay system that is making life difficult for so many public servants. Well, probably.
