No zoning restriction means no cap on slots at 'Rocksino'
If council wanted to restrict the number of slot machines at the future “Rocksino,” it probably should have written the number into the land-use rules for the Albion Road property, judging by the trail of municipal decisions on the gaming file.
But a 2013 council vote calling for a maximum of 1,250 slot machines hasn’t been altered and some councillors are on a mission to understand how that jibes with a planned expansion to have 2,000 machines at the Hard Rock casino.

City says it saw no evidence Metro-branded tow services were the same company
There was nothing to suggest two Metro-branded firms were the same company during a contract competition for towing services in Ottawa, the city says.
In a statement of defence responding to a bid-rigging lawsuit filed by Gervais Motors, the city says that although it has the right to investigate bids it receives, there’s nothing that says it has a duty to launch an investigation.
Gervais claims Ottawa Metro Towing and Recovery Inc. and Metro Towing and Recovery Group Inc. have the sa -
Cabbies were looped in on potential changes to vehicle-for-hire bylaw, city says
There was nothing clandestine about the city’s work writing a new vehicle-for-hire bylaw, despite what cabbies believe, a lawyer representing the city said in court Friday.
Benoit Duchesne told Justice Maria Linhares de Sousa that the city and its consultant talked with the taxi industry as it was brainstorming options for changing the ride-ordering bylaw, which led to a dual-licensing system for taxis and private transportation companies (PTCs).
The city even released discussion papers to -

Risks unheeded, journey without end: The seeds of the tortured Phoenix pay project were planted three decades ago
The warning signs were there all along, but perhaps none was as clear as this.
On Jan. 13, 2016 — barely two months into the new Liberal government of Justin Trudeau — Treasury Board officials prepared a concise memo for their boss and comptroller general, Bill Matthews.
The note, obtained under access-to-information laws, was headlined “readiness assessment of Phoenix” in reference to a pay system that was scheduled to launch in a matter of weeks.
It had been a massive u -
Ottawa man charged with child sex crimes, allegedly recorded children while changing
Police have charged an Ottawa man with numerous child sex offenses.
Karl Njolstad, 56, was charged with invitation to sexual touching, sexual interference, possession of child pornography, production of child pornography, voyeurism, sexual assault and forcible confinement.
The charges follow an Ottawa police investigation last year involving four victims during the period from 2015 to 2017.
Njolstad was charged with similar crimes last August, including sexually assaulting a girl under 12 while -
First responders face rash of collisions as freezing rain hits the capital
It’s looking bad out there, folks.
As the freezing rain hit the capital, Ottawa Fire Services tweeted a warning Friday afternoon that it was with “multiple” trapped motorists being freed from rollovers and other collisions in quick succession.
A spokeswoman said just before 3 p.m. that the service had tackled more than a dozen crashes since about 1:13 p.m.
One person was freed from a vehicle that rolled onto its roof on Moodie Drive near West Hunt Club Road.
Another had to be f -
Man wanted for second-degree murder as 2017 beating victim dies of injuries
Ottawa police homicide detectives are on the hunt for a murder suspect after a man severely beaten in 2017 succumbed to his injuries just weeks ago.
Police issued a broadcast to all officers Thursday evening alerting them that the force now had grounds to arrest a Marco Michaud, 36, for second-degree murder.
Michaud is considered armed and dangerous.
Police began investigating what was originally an assault on July 18, 2017 on Selkirk Street when Gérald Leduc, 53, was allegedly beaten int -
Editorial: Start from scratch on Phoenix
Two years later, it still seems astonishing that any government could have allowed the Phoenix pay system calamity to occur. There were myriad warning signs – studies, interim reports, memos to senior officials – that the massive public service compensation project wasn’t ready for prime time. Yet a perfect storm of bureaucratic and political hubris pushed it out of the nest before it was anywhere near ready for flight. Now the federal government is in imminent danger of h -

Scanlan: Fighting back, with fists, against Parkinson's disease
Doug Merriam used to rely on his hands to sweetly pick out notes on his acoustic guitar.
Today, his hands are clenched and wrapped inside a boxing glove, used to punch a bag, sometimes with a boxer’s ferocity.
“I try to think that every punch slows down the progress of Parkinson’s,” Merriam says during a session at Boxing 4 Health. “I get angry. I get mad that I have this disease and I tend to punch harder.”
This from a gentle soul of 72, now retired from a ca -

Queensway Carleton Hospital 'beyond capacity' as flu cases mount in region
An overload of patients, including waves of flu patients, has prompted the jammed Queensway Carleton Hospital to ask the public to stay away if possible this weekend.
For only the second time in its history, the hospital has issued a “Code Orange” alert, meaning every bed is full and even the hospital’s “surge” capacity has been used up.
The first Code Orange occurred just last month.
Last Sunday, the QCH had 272 patients in its emergency room, close to an all-time -

Dawson: Ottawa's poised to get more slot machines – and they're evil
The issue of how and why, exactly, the nascent Rocksino is going to have hundreds more slot machines than councillors expected isn’t just about (at best) miscommunication down at city hall, but about the social damage these machines can do.
The gist of the politicking is that, last week, Ottawans (and councillors) discovered that the 1,250-slot machine limit some councillors thought had been imposed on the casino expansion actually didn’t exist, and instead there are going -

On eve of Ottawa terrorism trial, RCMP still working on disclosure
Just weeks before accused ISIL recruiter Awso Peshdary is scheduled to go on trial, the RCMP has disclosed key documents to his defence team, some three years after his arrest.
The handover of 1,900 documents comes after top anti-terrorism investigators launched an internal audit last month to see if all relevant evidence had been appropriately disclosed. It hadn’t, and the 11th hour disclosure has the potential to jeopardize the case against Peshdary, should his lawyer request an adj -

Gormley: Here's why government fighting fake news is seriously risky
Optimism, I feel, is the enemy of democracy. When considering the merits and drawbacks of a proposed policy or law, one should always ask: “How much fun could the worst political leader imaginable have with this?”
In other words, what kind of mischief could, say, President Donald Trump, who threatened to lock up one political rival and falsely accused another of spying on him, get up to with a law that expanded state surveillance powers?
Or: What hijinks might ensue if he, after seem -

A Gatineau police-led operation aimed at taking down a drug ring netted what police described as a loaded semi-automatic assault rifle, with high-capacity magazines, along with drugs and cash.
Five people face charges following the month-long investigation sparked by a tip from the public about what police say was a network serving both sides of the river.

Two displaced after Gatineau house fire extinguishes itself
Two people have been displaced after an overnight fire in Gatineau basically put itself out when a water pipe burst.
The call to 26 rue Marguerite d’Youville came at about 12:30 a.m. and firefighters saw flame and smoke coming from the one-storey home’s basement.
Shortly after their arrival the water pipe burst, extinguishing the flames but sending heavy smoke through the structure.
The damages left the building uninhabitable. Damages were set at about $100,000.

School buses cancelled as skies issue technicolour warning of freezing rain on the way
If red sky in the morning is a warning to sailors, Friday’s gloriously technicolour skies were downright ominous.
Environment Canada has warned that freezing rain is expected to arrive in the region near noon or early in the afternoon as a warm front sweeps in from the southwest.

Grieving father feared for young sons after healthy wife dies from flu in mere days
The sorrow gripping Donald Marengère turned quickly to fear in the hours after he had watched, helplessly, as his wife slipped away.
The Gatineau father of two found himself back in a hospital room — the fifth different hospital he’d visited in as many days on a confounding and ultimately tragic journey — fearing his five-year-old son had contracted the same deadly flu virus that had killed the boy’s mother, 39-year-old Cynthia Thibaudeau, just hours earlier.
