City administrators are pitching $4.3 billion in spending over the next four years, according to the proposed 2019-2022 capital budget released Thursday morning.
About 45 per cent of capital investment will go into renewing existing infrastructure, while 55 per cent is earmarked for planning and building new projects. The renewal money works out to $488 million per year, less than the city’s model projected is needed to restore assets to ideal condition.

Man sought after chop shop bust, SUV driven at Mountie in northern Alberta
A man who tried to run down an RCMP officer during a northern Alberta chop shop bust is being sought by police.
Two firearms along with two trucks stolen from Bonnyville, a truck and motorcycle stolen from Lac La Biche, and a motorcycle stolen from Fort Saskatchewan were recovered by RCMP after officers executed a search warrant Oct. 16 on a Beaver Lake property, said police in a Thursday release. Beaver Lake is about 170 kilometres northeast of Edmonton.

What to do with Oilers super iffy third-pairing? Kevin Gravel anyone?
Kevin Gravel is no world-beater on the blueline. He’s unlikely to have a lengthy NHL career. But with the bottom-pairing of the Oilers something of a smoking ruin, surely it’s wise to think hard about recalling Gravel, 26, from Bakersfield of the AHL and see if he can be the answer that Jason Garrison and Matt Benning have failed to be.
Garrison and Benning struggled mightily against the Winnipeg Jets, and while Oilers coach Todd McLellan can give Benning a break by inserting rookie -
Connor McDavid, Evan Bouchard in the spotlight as Edmonton Oilers finally play their home opener
Game Day 5: Bruins at Oilers
Hockey Night in Edmonton. It has a nice ring to it after a 18-day, 20,000-km odyssey from Edmonton to Cologne to Gothenburg to Boston to New York to Edmonton (!) to Winnipeg to Edmonton, but here we finally are. Home game #1.
Ever on the move during their three-week, four-country, five-game junket, the Oilers also frequently found themselves “chasing the game”. Leaving aside the one exhibition game in Cologne, the Oil have found themselves in the followin -

Slobbery giants find home: Three bonded St. Bernard dogs adopted out by Edmonton Humane Society
Gasket, Gunther and Goliath — three St. Bernard dogs seeking a single loving home — have been adopted by a Calgary family, says the Edmonton Humane Society.
The three giants taken in Sept. 22 by EHS as a result of a northern Alberta transfer were adopted Wednesday after an Oct. 9 call-out for one forever home.
“The couple are devoted proponents of adoption, having previously adopted numerous pets as well as one of their two children, who are ages 10 and 16,” said EHS -
Government, Edmonton school districts release 2017-18 test scores
Newly released provincial exam scores show gaps in math success between Alberta students of differing ages.
On Thursday morning, Alberta Education released summaries of Grade 6 and 9 provincial achievement test (PAT) results and Diploma exam marks from the 2017-18 school year.
Although a government press release touted students’ improvements in mathematics exams, Grade 9 students were left out of that upward trend.
Just 66.7 per cent of students who wrote the Math 9 PAT last spring passed -
Canada's north comes alive in music and poetry with cellist's suite
Canada’s cultural ties to Scotland and Ireland have benefited many musicians, coming and going.
Since it became a fixture in school English classes, Robert Service’s epic poem The Cremation of Sam McGee has contributed hugely to visions of the far north. Christine Hanson knew it from school, but back then the Edmonton-based cellist-composer never guessed it would inspire her career opportunities, or that her adaptation of the work would take her so close to the poet’s Scottish -
Sabrina Butterfly emerges with fresh style in new Montrose digs
Wandering through Sabrina Butterfly’s colourful new studio and shop in the Montrose area, it’s tempting to think that a marriage of whimsy and business is effortlessly achieved.
After all, the bright new space bubbles with imagination, and yet it’s spotlessly precise. There are rich panels of wallpaper, and original, local art on the walls. Stunning glass baubles gleam in the freshly scrubbed front window. Racks are hung with garments constructed right on site, many trimmed wit -
Fitness column: Retrain your brain to develop better exercise habits
Take a look at your favourite chair. Now, check out your gym bag. Which of the two leaves you feeling warm and fuzzy? If you’re like most Canadians (and you haven’t repurposed your gym bag for transporting baked goods), you will choose the chair.
According to a new study, evolution has conditioned us to loaf.
In his research, Matthieu Boisgontier from the University of British Columbia found that our brains are wired for sedentary behaviours. Subjects in the study avoided objects typ -
Dining Out: Mama Asha Cafe offers comforting Somali cuisine
It’s always a pleasure to seek out food from another part of the world and, in the process, find a hidden gem in a sometimes forgotten part of your own city.
Mama Asha Cafe is just such a place, in the most international of Edmonton neighbourhoods, just off 118th Avenue on 95th Street. The food is east African — from Somalia to be exact — and if you’ve never had it, it’s definitely worth trying.

Suspicion surrounds disappearance of Indigenous woman in northern Alberta
The disappearance of an Indigenous woman in northern Alberta in April is now being considered suspicious by RCMP.
Betty Ann Deltess was reported missing on April 19 by her family after she disappeared seven days earlier from the town of Janvier, located about 120 kilometres south of Fort McMurray.

Edmonton weather: It's no record-setter like yesterday but it'll do nicely
A look at today’s Edmonton weather by Environment Canada.
Thursday morning temperatures at the Edmonton Blatchford station measure 8.5 C with 10 km/h winds out of the northwest.
Well it’s no record-setter but today is shaping up to be quite nice by October standards. Just to show how anomalous yesterday was, the average temperature for this time of year is 10 C, and yesterday reached a maximum high of 24.7 C! According to local weather guru Josh Classen, yesterday smashed a 115 year- -
Thursday's letters: Watch for cougar at dog park
Please let people be aware there is a cougar at the Terwillegar dog park.
I know this is not particularly unusual as they do inhabit the river valley, but it crossed my path about 20 metres away on Friday at 8 a.m. This was on the multi-use bike path not five minutes from the parking lot.
I did let Fish and Wildlife know but never heard back from them.

Opinion: Community benefit agreements can work for Albertans
Re. “Alberta can’t afford B.C.-style protectionism,” Opinion, Oct. 9
In an Oct. 9 Edmonton Journal opinion piece, Ken Kobly, president of the Alberta Chambers of Commerce, warns that “Community benefit agreements may not work for Albertans.”
Kobly’s warning follows Premier Rachel Notley’s announcement at the Building Trades of Alberta 2018 conference that the Alberta government is going to proceed with a pilot community benefit agreement as a test case. -
Keith Gerein: Jason Kenney's vow to avoid postelection consultation assumes too much
My experience in political circles may not be as extensive as some, but I can say that my years covering the legislature’s shenanigans have taught me a few things — including the lesson that Albertans almost never feel consulted enough.
And just because an election has happened doesn’t mean they are done talking.
The need to engage those wagging tongues is a messy, irritating, headache of leadership that often drives politicians crazy, especially those who’d rather act fi -
How Edmonton, the busiest big city in the bud business, handled move to legal weed sales
The biggest pot parties in Edmonton Wednesday hit a high in the 10 seconds before 10 a.m. — when six shops threw open their doors to the first batch of cannabis customers.
A DJ playing hip hop led a new year’s-like countdown outside the north side Nova Cannabis at Namao Centre, where roughly 100 eager customers winding around the plaza joined in the shouting. Applauding pot retailers welcomed the first 10 customers about to become among the first to obtain legal cannabis in Albe -
Edmonton ushers in legalized pot with mellow attitude
Edmonton entered the new Canadian reality of legalized marijuana Wednesday with a quiet buzz and plenty of pot talk.
From a small gathering that marked the stroke of midnight near Whyte Avenue with out-in-the-open tokes, to well-ordered lines at the six cannabis shops approved to open in city limits, the end of nearly a century of pot prohibition passed with less fuss than an Oilers playoff game.
