In 2017, four homes were destroyed by spring flooding in Constance Bay, dozens more were damaged and this shoreline community spent a nerve-wracking week under siege from the Ottawa River, at its most swollen.
This spring will be different — eyes are wide open.
On a gorgeous April day when the river was calm but still rising, Janice Wallace took off her work gloves and pulled out her cellphone in the laneway of her home on Bayview Drive, the village’s waterfront arterial.

Larger classes, mandatory online courses will hurt rural students, warns Renfrew County school board
The public school board in Renfrew County says the province’s plan to increase class sizes and make e-learning mandatory in high schools will hurt the quality of education students receive in the predominantly rural area.
Larger class sizes will make it difficult for the board to offer a variety of courses, said Renfrew County District School Board chair Susan Humphries in a letter to Ontario Education Minister Lisa Thompson.
She also raised the spectre of school closures, saying the chang -
Turtles' road to parenthood is paved with good intentions
It was late June, and an Environment Canada scientist was in Algonquin Park, looking for snapping turtle eggs as he studied effects of pollution on wildlife.
Snappers come ashore to bury their eggs in shallow holes, often in sand or gravel by a roadside. But the nests this biologist found were different.
They were buried in asphalt, in road patches so fresh the unmistakable smell of oil was everywhere. And there were three nests, indicating three different mother turtles had gone to work in the -

Nearly 100 people in Gatineau have been evacuated from their homes as water continues to rise along the Ottawa River.

Garner: Income-tax filing a bureaucrat's dream, a citizen's nightmare
In 1960, I filed my first income tax return – a simple-six page document. After calculating federal tax, I added 49 per cent of that for the province. It took less than 15 minutes.
But year after year, government after government, things have changed. The current tax package has 170 pages, much of it incomprehensible to the ordinary citizen.
Only 75 pages are sequentially numbered. Federal and provincial pages are muddled up together. Where there is an entry be made, the taxpayer may be re -
Gallant: To my friends in Mali – No, I won't forget you
A little over a year ago, I returned from Mali, where I had the privilege of contributing as a private consultant to one of the many United Nation initiatives working towards bringing peace to this embattled African country. Our journey brought me to the capital city of Bamako, Segou and as far north as Mopti. Due to elevated security concerns, we were unable to deliver our program in Timbuktu although a year before, this city was part of the initiative.

With memories of 2017 still fresh, Cumberland prepares for flood
On Friday night, Geneviève Landry was panicking.
The Ottawa River, just a few steps from the back porch of her home in Cumberland, was roaring. The rain was pelting her windows relentlessly. For Landry, Friday night felt an awful lot like 2017.
In 2017, water seeped into her basement crawl space, destroying the home’s mechanical, plumbing and electrical systems. Landry was forced to tear out everything below the four-foot mark on the first floor of her house. The price tag for the r -
