When Michael Wernick was appointed Clerk of the Privy Council in January 2016, it was clear that his time as the country’s top public servant would be limited: His first job was to offer the prime minister advice on how to choose his successor.
Prime Minister Justin Trudeau named that successor, Ian Shugart, Monday afternoon following Wernick’s retirement announcement.
In his resignation letter, Wernick said it was essential that all political parties trust the clerk as “an imp

Editorial: IN SNC-Lavalin affair, Michael Wernick had to go
The Prime Minister’s Office says it did not ask Michael Wernick to resign as Clerk of the Privy Council, that he made this decision himself. Well, at least someone understood what needed doing. It was just a matter of when.
Wernick, who joined the public service in 1981, and served as deputy minister at Aboriginal Affairs for years before being named Clerk, appeared twice at the House of Commons Justice Committee probing the Jody Wilson-Raybould/SNC-Lavalin affair. Both times, he undermine -

Former Cornwall priest accused of decades-old sex crime
A former priest from Cornwall is facing another sex crime allegation more than 30 years after his conviction for the indecent assault of young boys.
Gilles Deslauriers, 79, was arrested last week by the Stormont, Dundas and Glengarry detachment of the OPP and is now charged with two counts of indecent assault, according to a news release issued by police Monday. The charges stem from incidents that allegedly involved a young boy in 1976.

Ottawa 'Goosebuster' pilot wishes he could start bullying birds before June
Steve Wambolt wants to hit the beach this month but he’ll have to wait until geese get cozy before buzzing the riverfront with his bird-terrorizing drones.
Wambolt’s company, Aerial Perspective, just landed another City of Ottawa contract to scare geese away from Petrie Island between June and September using Goosebuster machines.
Goosebuster first appeared at Petrie Island in 2013 as a pilot project to spook geese. The city liked the aerial assault method so much it invited Wambolt -

The Afghan money pit – audit finds Afghan security forces confiscated $1 billion in equipment
The Office of the Special Inspector General for Afghanistan Reconstruction, the U.S. government watchdog on the ongoing mission in Afghanistan, has another report out about how American tax dollars have been spent. Lougheed: Vaccine-hesitant parents, please reach out for information
I recently took my infant son for his first set of immunizations. As a physician, I had seen vaccinations given hundreds of times and administered them hundreds more; as a process it was straightforward. What I didn’t expect however, was the flood of emotion that came over me as my son received his vaccinations, which caused me to reflect.
I remembered the mother I met in the Democratic Republic of the Congo. She had travelled several days with her newborn son to the clinic, onl -
Two charged after drug raid in Overbrook
A man and woman face drug charges after Ottawa police raided a home in Overbrook that is locally known for drug deals.
Officers arrested the pair as they were leaving a home near the east end of Prince Albert Street. They were found in possession of crack cocaine and cash.
That led to a raid with a warrant. Police had received past reports of drug trafficking, drug consumption and disturbances at the home.
They arrested two men who were found inside, but later released them without charges. Howe -

Smol: Why it's smart to ban smartphones in Ontario classrooms
As an active teacher unionist and lifelong social democrat, I find it truly awkward coming out in support of the Ford government’s ban on cellphone use in the classroom.
But regardless of which government initiated the long-overdue ban, it was inevitable that this technological cancer on student learning in Ontario would have to be eliminated before yet another cohort is allowed to sacrifice its precious and valuable classroom learning time to snapchat, play graphically violent and semi-po -
Rochelle: Love and unity after the Christchurch mosque attacks
In the aftermath of the slaughter of worshippers in a sacred space, it is easy to be angry. The targets of rage seem endless: callow politicians who peddle the basest of human emotions and sling hateful words that morph into weapons; white supremacy ideologies whose violence is rendered all the more malignant by the refusal to name it as such; the immediacy with which victims became political fodder for anti-migrant zealots, where, even as lives are extinguished, they are expected to answer for -

Preview: City will like federal budget if there's predictability in housing and transit funding
Municipalities crave predictability.
So if the City of Ottawa can get any assurances for its financial future out of the federal budget on Tuesday, it will come away with a win.
There isn’t a large infrastructure project for which the city needs immediate federal money. Prime Minister Justin Trudeau announced federal money for the city’s Stage 2 transit program in 2017, and in 2018 the federal budget earmarked money for the super library being built by the city and Library and Archiv -

Low of -13 C tonight but warmer weather – and rain (or snow) – ahead
Sunday night’s red-tinged sunset didn’t lie.

Wind of up to 15 km/h will make Monday afternoon feel like –6 with a UV index — a UV index! — of 4 or moderate.

Back-to-school blitz, road work impacting Monday traffic
What a difference a weekend makes!
Many roads and sidewalks are clear of treacherous ice for the first time in months but expect back-to-normal traffic on the first Monday after March break.

Notten: Here's the real news on Canada's poverty-reduction targets
“Government announces meeting its 2020 poverty target in 2017.” Say again?
Sometimes government messages seem straightforward even when they are not. The message also credits the Liberal’s Canada Child Benefit for its contribution to reaching that target. Good news and great job, -
Freedhoff: Senate must OK bill that restricts food marketing to kids
I was as happy as anyone with the release of the revised Canada’s Food Guide earlier this year. There was not much to complain about and, in fact, much to praise. This is as true for what was in the guide – sensible guidance around cooking more and consuming less processed food, as it was for what was left out – dairy as a category, chocolate milk as a healthy beverage, and juice being a fruit or vegetable equivalent.
The new guide warns Canadians to be aware of food marketing -
Carment and co.: Trudeau earns a lacklustre C+ on foreign policy
Despite repeated claims that Canada is a fully engaged player in diplomacy, development, defence and trade, the Trudeau government’s foreign policy record is weak, fraught with scandal and far more conservative than voters appreciate. Our medieval ancestors had some interesting ideas about crime. They favoured the swiftness and sureness of physical punishments, and branding with a hot iron had particular efficiencies. Ten days after losing his job as chair of the Champlain LHIN board, Jean-Pierre Boisclair is defending the LHIN system and questioning whether revamping health care will save Ontario money.
“There is work to be done and somebody has to do it, regardless of how the system is organized,” he said.

In an online post afterward, Anderson observed how trees turned into matchsticks and a wheelbar
