There’s an oddity that David Phillips has noticed on clear, still winter mornings: The sun comes up, and the air keeps getting colder.
It doesn’t happen every day, but he says it happens fairly often, and it’s no illusion. (A case in point was Wednesday, when the air at 8 and 9 a.m. was colder than at 5 and 6 a.m.)
And the reason is a complex relationship between the sun, the ground, and the different layers of air near ground level.

U is for UFOs in Ottawa: The truth is (still) out there
One fine summer evening in 1953, with Bank Street bustling as thousands of ball fans headed to Lansdowne Park to watch a game, Wilbert B. Smith, a senior radio engineer with the Department of Transport, and his research team released a weather balloon over the area. Not just any weather balloon, this one was covered with aluminum to make it disk-shaped, while fastened to its centre was a large aircraft flare timed to ignite when the balloon reached 5,000 feet, or 1,524 metres.

Neighbourhood policing was abandoned more than a year ago, but, according to the Citizen’s Shaamini Yogaretnam, it is making a dramatic comeback this year as police look for new ways to respond to fears about risi -

The tireless activist refugee who helps other newcomers
Samer Al Jbawi takes on challenges with a steely determination.
From nearly the moment the Syrian-born Al Jbawi and his family arrived in Ottawa on Dec. 30, 2015, the English-language teacher was recruited to help fellow government-assisted refugees, who only understood Arabic, navigate through the bureaucracy of their new city and country.
Within four months, Al Jbawi went from volunteering to getting paid to provide the service, when he was hired to work as a settlement counsellor at -

Denley: A roof over our heads – it's getting harder and harder to afford decent housing
Ottawa’s affordable housing problem has been getting worse, not better. Today, Randall Denley begins a special opinion series examining why and exploring what can be done:

Harper's dissatisfied public servant more myth than reality, new research shows
The portrait of the disgruntled public servant, beaten down by a poisonous workplace culture and years of disregard under Stephen Harper’s Conservative government is oft-painted — and, generally speaking, pretty inaccurate, according to a research article published Dec. 17 in Public Personnel Management, an academic journal for human resource and public sector executives.
While job satisfaction among federal bureaucrats decreased slightly during Harper’s time as prime minister, -
Egan: Victim of door-to-door water softener sale wins $6,000 in court. But who will pay?
Patsy Miller felt deceived when she signed a 10-year contract in February 2016 for a water softener she didn’t need — at $50 a month — at her Barrhaven home.
And it would get worse. Eight months later, without her knowledge, a lien was slapped on her property for the full value of the contract. The fix became distressing clear when she sold the $290,000 house in August 2017. The transaction wouldn’t close until she wrote a cheque for $5,989 for the balance of the 120-mont -
