More than six years after Fouad Nayel was lured to a hunting camp and executed, his killer was found guilty Wednesday, ending a spiralling legal drama that tested the limits of Canada’s court system and the patience of a grieving family.
A jury of 12 people — three women and nine men — found Adam Picard guilty of first-degree murder at the Ottawa courthouse on Wednesday afternoon.

Reevely: Hating the carbon tax with nothing else to offer doesn't help anyone
The federal Liberals have put up the most conservative climate-change plan Canada has ever seriously considered and Ontario’s conservative government hates it.
It is, as you know, a tax on carbon-heavy fuels, of $20 for every tonne of carbon dioxide they’ll emit when burned. In the involved provinces, including Ontario, the money will be rebated in equal shares to taxpayers. The tax will rise over time.
A carbon tax whose proceeds are returned this way — 90 per cent to individu -

Municipalities across Eastern Ontario where voting was extended due to technical difficulties have started to share the results from their polls.
The municipalities nearest to Ottawa that were affected by Monday’s technical snafus included Renfrew, Laurentian Valley Township, Pembroke, Petawawa and the Whitewater Region.
In Renfrew, Don Eady was elected mayor. Mike Coulas, Andrew Evans, Sandi Heins, Arelene Jamieson and Tom Sidney were elected as councillors.

Cornwall's new mayor says if her election is 'a message to little girls, and little girls of colour … that would be pretty nice'
Three days after she was elected mayor of Cornwall, Bernadette Clément admits she’s still coming to grips with the attention she’s been getting.
“It feels a bit odd,” she laughs over the phone from the SDG Legal Clinic where she’s organizing her move to city hall.
“Yes, I’m a woman, a francophone and a woman of colour, but, seriously, my heritage has never been much of an issue here.”
It has, nonetheless, struck positive chords outside the S -
Woman accused in hotel slaying granted bail on first-degree murder charge
One of two women charged with first-degree murder in the hotel homicide of Mohamad Mana has been granted bail, a rarity on the most serious charge in the Criminal Code.
Crystal Bastien, 32, an escort who her lawyer claims was in the room in which, Mana, 30, was savagely beaten by a group of as yet unidentified males, for just seconds before she ran out screaming will now await trial while under house arrest and being electronically monitored.
Lawyer Joseph Addelman previously told this newspaper -

Ruff: Canada bans asbestos but not all Canadians are protected equally
The Canadian government deserves praise for bringing in regulations to ban asbestos. That’s the good news. The bad news is that not all Canadians will be protected equally from asbestos harm.
After more than 100 years of mining asbestos, Canada has been left with a heritage of asbestos mining wastes that companies left behind. In Quebec, there are more than 800 million tons of asbestos wastes containing up to 40 per cent asbestos, often located near communities, close to schools and homes. -
Police identify suspect in Algonquin College sex assault
Police say a “tremendous” response from the public helped them quickly identify a man whose picture was released Tuesday as a suspect in a sexual assault at Algonquin College.
But police were saying little about their investigation into the assault on a woman in her 20s who had been asleep in a college lounge in the early hours of Oct. 14.
“The investigation is ongoing right now,” Const. Amy Gagnon said Wednesday, adding that “when charges are laid, or if charg -

Man who posed as Uber driver sentenced four years for 'abhorrent, predatory' sexual assaults
Sami Khreis approached his first victim as the young woman walked alone from a ByWard Market bar in the early hours of Oct. 18, 2017.
“I’m a nice guy, let me help you,” he told her as they walked to a nearby parking garage, where she met her friends and retrieved her car keys and bank card.
Her next memory is awakening in the man’s bed, still clothed with Khreis telling her to “shut up b—-” as he raped her.

Military complaints program cozy with leadership, lacking safeguards for confidential information, warns Ombudsman
The Canadian Forces ombudsman won’t refer soldiers to a military program that is designed to resolve complaints at a local level after concerns were raised about the organization’s close relationship with senior officers as well as a lack of safeguards surrounding the confidential information provided by military personnel.
The Integrated Complaint and Conflict Management or IC2M program is billed by the Canadian Forces as a one-stop process to handle complaints at the local level. T -
Rallies against PC's repeal of Bill 148 begin

Glavin: Canada can't dodge action against the world's war criminals
“I dream about one day bringing all the militants to justice, not just the leaders like Abu Bakr al-Baghdadi but all the guards and slave owners, every man who pulled a trigger and pushed my brothers’ bodies into their mass grave, every fighter who tried to brainwash young boys into hating their mothers for being Yazidi … They should all be put on trial before the entire world, like the Nazi leaders after World War II, and not given the chance to hide.”

Guitarist Harley Card strives to make music that's honest, organic and fun
Jazz guitarist Harley Card, who grew up in Ottawa’s west end, has been pursuing music patiently in Toronto since the early 2000s.
The 38-year-old has been putting out albums as a leader at a measured pace since 2008 — the same year he was a semi-finalist in the Montreux Jazz Festival Guitar Competition in Switzerland.
He makes a rare hometown appearance this Friday when he plays GigSpace with his quintet, which brought some vivid, ambitious original compositions to life on his Januar -
Workshop in Embrun on fatal deer disease
Ontario government officials and the Ontario Federation of Anglers and Hunters are offering a two-hour workshop on chronic wasting disease, which was recently found in Quebec.
The disease is fatal to deer. It is highly infectious and animals that catch it are declared unfit to eat, though there is a lack of evidence about whether it can be passed on to humans.
It was identified in one sick animal on a deer farm north of Montebello, but so far it has not been found in wild deer.

Today's letters: Why did so few people vote in the municipal election?
Voter apathy is downright depressing
Fewer than half of the eligible voters in Ottawa decided it was worth their valuable time to vote for the people who will very materially affect their lives for the next four years. I do not understand this at all.
In my riding of Kanata North, there was no incumbent running, so there was not an argument from those who chose not to vote that they were happy with the incumbent, or that the incumbent would win again, so why bother leaving home to vote.

“Personalities" block new policies to help troops, says Canadian Forces Ombudsman
As Canada’s news media industry continues to be hit by layoffs and buyouts there are fewer journalists left to report on issues. That means that important stories sometimes go under-reported or not reported at all, much to the delight of politicians in power, bureaucrats, and government public relations staff.
A good example is the final appearance before Parliament of Canadian Forces Ombudsman Gary Walbourne. Walbourne, who retires Oct. 31, appeared on Oct. 16. I could find no media cover -
