Driver's 'cat and mouse game', not police, to blame for crash, SIU rules
There are no grounds for criminal charges against OPP and Smiths Falls Police Service officers in a crash that injured a man who’d led four police vehicles on three chases, the province’s Special Investigations Unit has concluded.
In fact, director Tony Loparco wrote in a report released Wednesday, it was the driver who was intent on engaging police in a “game of cat and mouse” in the Aug. 27, 2017 incident.
Each pursuit was called off because of public safety concerns bu -

Solving Ontario's hospital crowding crisis — without spending huge amounts of money
Ontario hospitals can reduce overcrowding without massive injections of cash, says a leading hospital management expert.
This comes at a time when some hospitals in the province are already overcapacity before flu season begins and the Progressive Conservative government is calling for efficiencies in health care to end hallway medicine.
Eugene Litvak, a professor at the Harvard T.H. Chan School of Public Health and president of the Institute for Healthcare Optimization, has worked with The Otta -

Egan: 621 days later, NCC handed LeBreton developers 48-hour deadline to sign arena deal
There is an unwelcome — indefensible, actually — cone of silence over the progress of planning for LeBreton Flats, possibly the biggest city-building exercise some of us will ever live through.
(Rivalled only by the communications Kremlin around LRT, or Long Rumoured Train, where the only real news is “not this year, stupid.”)
So we’ll parse any LeBreton update we can find.
In a response to a request under access laws, the National Capital Commission has released an -
Reevely: Early donor-list disclosures set a record for transparency in Ottawa's elections
Another city council candidate, College ward’s Emilie Coyle, released her list of campaign donors Wednesday, bringing the number of would-be politicians willing to show voters who’s funding their efforts to six.
Coyle is looking to unseat longtime councillor Rick Chiarelli in the west-side district. “Voters have a right to know who is financially supporting a candidate before they cast their ballot,” she said.

LRT delays prompt new changes to bus routes
The news that the long-awaited LRT’s new Confederation line won’t be ready until sometime in 2019 has prompted OC Transpo to adjust a number of bus route changes that were announced this summer.
The main changes involve routes 11 and 12.
The downtown loop of Route 11 will be “adjusted to improve connections to Route 12 and to rapid and frequent routes on Albert and Slater streets,” Transpo said in a release.
Eastbound routes will operate on a regular route along Bank Stre -
Accused in deadly construction site mishap released
John Wells, the 19-year-old charged in the “death by misadventure” of a friend at a Barrhaven construction site, was released on bail Wednesday.
Wells, who appeared in court by video link Wednesday afternoon, faces five charges in the death of a 17-year-old boy at a building site on Thanksgiving Monday.
Wells is charged with criminal negligence causing death, impaired driving causing death, dangerous driving causing death, driving with a blood alcohol level over 80 mg per 100 millili -
Record-breaking heat wave in Ottawa is 'summer's last hurrah'
The heat wave that set a record Wednesday is a distant relative of Hurricane Michael coming ashore in Florida — not caused by the hurricane, but related in the sense that the same flow of hot, southern air is driving both events.
Our muggy air is not home-cooked. Ottawa sunshine is not powerful enough to produce mid-20s heat in October.
Instead, Environment Canada’s David Phillips explains that this week’s warm air has been pre-heated in the south and central United States and -
Nakayla Baskin, missing since Sept. 24, has been found safe
Nakayla Baskin, who had been missing since Sept. 24, has been found safe, police announced Wednesday.
The 11-year-old girl has been the subject of a massive search effort by Ottawa police, and a video appeal for help from her family.
Police said they received a tip from the public about Nakayla’s disappearance, and at 11:35 a.m. Wednesday, officers visited a Vanier apartment where they found the missing girl. She has since been reunited with her family.
Police said the major crime unit is -
OPP hunt stiletto-heeled jack o' lantern thief caught in viral video
Russell County OPP are on the hunt for a stiletto-heeled woman whose alleged jacking of Embrun jack o’ lanterns on the weekend has resulted in a video that’s gone viral.
The first incident happened at about 11 p.m. on Sunday, Oct. 7 when the woman got out of a white, newer two-door vehicle and took a pumpkin from the front of a home on Ménard Street in Embrun, police reported in a release issued Wednesday.
Just after midnight, the same woman was spotted stealing pumpkins from -

NCC invites naming suggestions for new riverside park along SJAM Parkway
The National Capital Commission’s brand-new Ottawa River South Shore Riverfront Park needs a new, and hopefully more elegant, name and you can help.
The NCC is inviting suggestions from the public to name the sweeping nine-kilometre-long green space that follows the river along the Sir John A. Macdonald Parkway.
According to the NCC guidelines, the park can be named after one of three things:a person of national stature who has made a substantial contribution to the building of Canada and -

One dead in head-on Highway 401 crash with tractor-trailer near Morrisburg
One man is dead after his eastbound vehicle collided head-on with a tractor-trailer in the westbound lanes of Highway 401 in South Dundas Township Wednesday morning.
It happened between Upper Canada Road and County Road 31 at about 9:37 a.m.
The OPP reports that a preliminary investigation suggests that the truck was heading west when, “for reasons under investigation,” the passenger vehicle got on the highway heading east in the westbound lanes and collided with the larger vehicle. -

It’s going to be 100 per cent smoke-free for St. Lawrence College campuses in Kingston, Brockville and Cornwall, starting next Monday.
“This is an important decision,” said Glenn Vollebregt, president and CEO of St. Lawrence College. “The risks and negative health impacts of second-hand smoke are well known. We are excited to unite as a college in having a healthy environment where we all learn, work, and connect.”

Petawawa bear cub impedes kids' recess but 'heck of a mascot'
A young black bear at play on the grounds at Valour School in Petawawa has meant indoor recess for cubs of the human variety.
The Renfrew County District School Board took to social media Tuesday to warn about the bear in the tree on the school property and the precaution of putting a “shelter in place. That means that staff and students can move around the school but stay inside because of an external threat.
Police and the Ministry of Natural Resources had been notified but the school wa -
Ottawa to permit murals in residential areas, Watson promises
Ottawa should encourage murals in residential neighbourhoods, Mayor Jim Watson said Wednesday, after city council retroactively approved one in Hintonburg that a bylaw officer had ordered painted over.
The artwork on a house at Stirling Avenue and Armstrong Street depicts a bulldog with flowers and a view of the sun behind clouds through an ornate window. It was illegal under a bylaw that almost completely forbids murals on private homes.

UOttawa undergrads launch bid to replace embattled student federation
A group of University of Ottawa students says it has plans for a new student union after the university administration severed its relationship with the existing Student Federation of the University of Ottawa.
In September, the university put the SFUO on notice that it was cancelling its agreements with the federation effective Dec. 24 in the wake of a flurry of allegations of financial mismanagement. In August, the SFUO’s board of administrators voted to call in forensic auditors, as requ -
Ottawa Votes: What you need to know about the candidates in Rideau-Vanier

Hintonburg's Magee House ready for the wrecking ball in mid-November
The 135-year-old Magee House in Hintonburg is due to be demolished by mid-November, now that city council has given final approval.
