The investigation began in June when a suspicious fire broke out in an abandoned farm building on Lepine Avenue, near the edge of Buckingham.
Police brought a tracking dog, which followed a scent to a nearby building. In this building, police say they found evidence that someone “was killing or torturing animals as a s -

OC Transpo doesn't know why sales of adult passes aren't meeting expectations
Sales of adult monthly transit passes were below expectations in the first half of 2018 as OC Transpo girds for a projected $4.1-million revenue shortfall for the year, and that’s not even accounting for the LRT delay.
The transit commission on Wednesday learned that Transpo budgeted to sell 281,847 adult monthly passes between January and June, but it sold 268,986 passes.
On top of that, single-fare Presto e-purse transactions were about $2.5 million short of what Transpo thought it would -

Ottawa-raised author Sarah Weinman dives into harrowing real life Lolita story
Growing up in Ottawa in the early 1990s, Sarah Weinman read about the killings here of Melinda Sheppit and Sophie Filion and their grisly details stuck with her.
Sheppit, just 16 when she was strangled in late 1990 and left in a ByWard Market dumpster, was scarcely older than Weinman was at the time. A few years later, Filion’s body was abandoned in a garbage bag found in Westboro, about a kilometre from Weinman’s high school.
“I was always fascinated by crime,” recalls W -

"Don't be intimidated — it's just music," say organizers of IMOO Fest 2018
“If you build it, they will come” applies not just to baseball fields, but also, in the Ottawa area, to festivals of improvised music.
In 2012, fans and practitioners of more exploratory jazz-based music launched IMOO Fest — the acronym stands for Improvising Musicians of Ottawa/Outaouais. Thereafter, annual sequels and a slate of weekly concerts were part of the IMOO regimen, attracting provocative, outward-bound musicians from Toronto, Montreal and beyond. Then, after a few y -
Transpo won't fully reverse recent bus route changes, preferring to make 'tweaks'
OC Transpo will “tweak” some of the bus routes recently changed in preparation for LRT, but customers who voiced concerns about the alterations shouldn’t expect a full reversal.
John Manconi, the city’s general manager of transportation, used the word tweak several times during a transit commission meeting on Wednesday as a way to manage the expectations of commissioners and the fare-paying public. Reversing all of the route changes — some contentious — from e -
Piché: Premier's support for new Ottawa jail costly, ineffective
During the 2018 provincial election campaign, then-Progressive Conservative candidate for premier Doug Ford promised to “find efficiencies” to reduce the cost of government in Ontario. When asked how, he answered, “We’re going to find four cents on the dollar.”
In a province where approximately seven out of 10 prisoners are legally innocent and awaiting their day in court, more often than not as a result of being charged with non-violent offences, even greater savin -

Reevely: With LeBreton Flats, as with the Ottawa Senators, patience is a virtue
The National Capital Commission can’t let public impatience to redevelop LeBreton Flats stampede it into making a bad deal.
The commission’s chief executive Mark Kristmanson says pivotal decisions are coming up later this fall, as we close in on an agreement with the RendezVous LeBreton group on selling the prized federal land just off Parliament Hill for development, including a hockey arena. The NCC and the group led by the Ottawa Senators have been negotiating for more than two ye -
