Five days of headaches ahead for Preston Street commuters beginning Saturday
Beginning Saturday, Preston Street will be closed in both directions at Carling Avenue for five days for road excavation alongside the Claridge Icon tower under construction.
The shutdown for the block between Carling and Sidney Street is to allow crews from a private company to hook up underground services to the highrise.
“Significant traffic impacts are expected,” the city said in a media release Tuesday afternoon. The road will reopen on Thursday, Sept. 20.

Pushing LRT to 2019 introduces a new challenge: opening in the middle of an Ottawa winter
OC Transpo faces the possibility of launching a new multibillion-dollar transit technology in the dead of an Ottawa winter, now that the city is pushing the launch of the $2.1-billion LRT line to sometime between January and March 2019.
Coun. Stephen Blais, chair of the transit commission, knows it’s not the best time to open the Confederation Line.
“This is a big change for customers. A lot of people today get one bus and take it directly downtown,” Blais said on Tue -
City proposes to give low-income seniors and people with disabilities ability to defer water bills
Low-income seniors and low-income residents with disabilities could ask for permission to defer their water bill payments until they sell their properties if city council approves a new program proposed by staff.
The proposal unveiled on Tuesday in a report by the city’s finance department would replicate an existing property tax deferral program, which has been running for about 11 years.
Water and sewer bills have some of the highest year-over-year increases in the broader list of user f -

Reevely: Doug Ford listens to 'the people' in Toronto, but not in Ottawa
Ottawans who want a smaller city council won’t get it from the province, despite the “endless” calls they’ve made to Premier Doug Ford, senior cabinet minister Lisa MacLeod said Tuesday.
Ford is recalling the legislature to pass a bill cutting the number of Toronto city councillors from 47 to 25 with an election fewer than two months away. Monday, a judge struck down a law the legislature passed to do it earlier this summer; the new version, the premier promises, will use -

OPP rescue man who scootered onto Queensway by accident
An OPP officer offered an escort to safety instead of a ticket to a man who accidentally found himself driving his mobility scooter onto the Queensway at about noon Tuesday.
The man, who didn’t want to identify himself, got confused while heading west on Carling Avenue and found himself on the on-ramp near Carling and Kirkwood avenues, then on the eastbound highway. Embarrassed by his mistake, he was thankful for the officer’s help.

Bear sightings in capital region on the rise, but that should be no surprise
It’s bear season in town, the annual period when bears on the hunt for calories are poking noses into garbage cans and climbing backyard apple trees, not causing much harm but scaring the daylights out of people.
Richard Moore has been dealing with them for 33 years as a conservation officer with the National Capital Commission.
These days he is receiving a couple of reports of bears every day, and sometimes three or four.

Celebrated play The Virgin Trial stages tale of Elizabeth I as modern crime drama at GCTC
A little less than a week before opening night, the actors in their street clothes filed into the Great Canadian Theatre Company’s darkened theatre.
It was finally time to move from reciting lines from their scripts to getting a feel for the physical aspects and moody grey stage of The Virgin Trial, the celebrated and edgy play that launches the GCTC’s 2018-19 season when it begins its run Tuesday.

Adam: On LRT, Doucet shouldn't do anything to mess up funding
There is considerable frustration in the city at news that commuters won’t be riding the Confederation Line LRT in November because of construction delays. The city says the builder, Rideau Transit Group, will now complete construction by Nov. 30, and because of required safety tests of vehicles, tracks, computers and such, the trains won’t be running until some time in the new year. Ottawa residents are right to be disappointed because this latest setback follows an earlier six-mont -
Soggy, sticky and then sunny days in the forecast
Tuesday is soggy and Wednesday sticky but Thursday is sunny with a high of 27 C and starts a string of summery days that should stretch through the weekend.
Up first is fog patches, a few showers and periods of drizzle ending this morning, then there’s a 30 per cent chance of more showers and a high of 20 C that will feel like 25 C, Environment Canada predicts. Expect mainly-cloudy skies, fog patches and a low of 13 C overnight.
Wednesday is mainly cloudy with a high of 24 C that will feel -
Wudrick: Why the sun needs to set on this taxpayer-funded think-tank
If you’re like most Canadians, you’ve probably never heard of Policy Horizons Canada. It’s a taxpayer-funded government think-tank made up of 30 or so ostensibly smart people tasked with deeply pondering the future and proposing cutting-edge, outside-the-box public policy ideas.
Unlike most government departments, which beaver away at implementing real government programs, Policy Horizons is a $3-million blue-sky, anything-goes outfit. It’s all about conducting “str -
Holder: Golf a game with one goal, and many languages
Atthaya Thitikul and Kultida Pramphun assure us that golf in the Thai language sounds a lot like English: A putter is still a putter and a green is still a green.
“Bunker,” however, is something else.
To begin with, the Thai equivalent for “bunker” comprises a series of symbols unlike anything contained in this newspaper’s software programs. Upon hearing Thitikul and Pramphun say it, the word also sounds more like “sigh,” which at least approximates -

Stow: Why Donald Trump shouldn't get us down
As an aging white guy, I have never felt more optimistic about the future than with Donald Trump as president of the United States.
Perhaps I should qualify that statement?
Every workday, I cross through the University of Ottawa, traverse the Corktown Bridge, and cut through the courtyard at Lisgar Collegiate School. Along the way, I watch the students: cosmopolitan young people, sometimes buried in their smartphones, but more often engaged in camaraderie and conversation. Fragments of lan -
Fry: Will Trump succeed in replacing NAFTA with 'hub and spoke' trade?
Two years ago, Donald Trump was excoriating U.S. trade accords but few expected him to win the 2016 presidential election. Prime Minister Justin Trudeau enjoyed good relations with Barack Obama and Mexican President Enrique Peña Nieto. NAFTA was on firm footing and all three nations were moving to modernize it through the Trans-Pacific Partnership (TPP).
Today, the legacy of the original TPP, Shamrock Summit and Three Amigos is dead.
When negotiations for the Canada-U.S. Free Trade Agreem -

To many observers (myself included), Ottawa is experiencing a “moment,” caught somewhere between our reputation as a sleepy government town and our more recent emergence as a dynamic, mid-sized global city. Whether one considers the -

Ford suggests Ottawans want smaller city council
Ontario Premier Doug Ford has suggested that Ottawa city council might soon come under the same kind of scrutiny as Toronto’s.
In an interview with Global News Radio 640 Toronto, Ford was asked if he intends to shrink other city councils in the province in the same way he’s cutting Toronto’s almost in half.
“Right now, we said we’re going to focus on this. But I’ve had numerous calls from Ottawa. I tell you, I don’t know what’s going on out in Otta -
