The unique deal Ottawa struck to get its light-rail system built is keeping us from finding out exactly why we’re getting the thing so late.
The deal with the Rideau Transit Group, a consortium of tunnelling, building, track and train companies, was supposed to be a good deal because RTG had the know-how and flexibility to adapt if things went wrong, and powerful financial incentives to stick to schedules.
The deal also thew a big thick blanket of obscurity over what RTG is up to. The comp

CHEO lottery dream home in Stittsville most lavish yet at $2.1 million
This year’s CHEO lottery dream home is the most expensive yet, with an estimated value of $2.1 million.
The grand prize in the annual lottery fundraiser for the hospital features an in-law suite on the ground floor and a roller skating rink in the basement.
The furnished house in a Minto subdivision in Stittsville also comes with a few perks — including a new Jeep Wrangler and $100,000 in spending money — that boost the total value of the top prize to $2.3 million. Last year, t -

'It will get better': As research hones in on identifying those at risk of suicide, a mental-health advocate speaks up
Brianne Moore was in Grade 9 when she first tried to take her life. By the end of Grade 12, the young Ottawa woman says, she had attempted suicide more times than she can now count.
Today, the 20-year-old mental health advocate speaks to youth and others about her struggles with mental illness and her successes, in an effort to offer others hope.
On World Suicide Prevention Day Monday, speaking to a gathering of frontline workers at the Royal Ottawa Mental Health Centre, Moore had a message for -
The big questions regarding Ottawa's delayed LRT
Another delay in the launch of the $2.1-billion LRT system will surely draw questions from taxpayers and commuters. The city says the largest infrastructure project in the city’s history won’t be ready by the end of November, as promised.
So when will the LRT system finally open to customers?
The city doesn’t know yet. It estimates sometime in the first quarter of 2019 if it receives the LRT system on Nov. 30, which is the new handover date proposed by the Rideau Transit Group. -

Update: LRT likely not ready until 2019, city says it will penalize builder $1M
The city revealed Monday its LRT system will not be ready until 2019, marking the second delay in the construction of the $2.1-billion project.
The builder will face a $1-million penalty for failing to meet the deadline, said John Manconi, the city’s transportation general manager.
Manconi broke the news to frustrated councillors at the finance and economic development committee on Monday that the Rideau Transit Group likely won’t deliver the LRT system on Nov. 2, which means light r -

Today's letters: Naomi Osaka showed class; Serena Williams didn't
US Open: What about honouring the winner?
Re: Sure, Serena was angry – she had every right to be, Sept. 10.
I am very disappointed: Where in your paper is the picture of Naomi Osaka raising her victory trophy? Everything was about Serena Williams and her anger.
Sure she was angry, but that does not give her the right to yell at the umpire the way she did. Her coach coached her and he admitted he did. Life is not always fair, but for Williams to set an example to younger players she has to -

'I'm pretty angry right now': LRT likely won't be ready until 2019
The Confederation Line LRT likely won’t be ready for customers by the end of 2018, councillors learned Monday.
Transportation general manager John Manconi told the finance and economic development committee that he received a call from RTG on the way home from work on Friday around 6 p.m. suggesting a new schedule of completion.
RTG was supposed to deliver the $2.1-billion LRT system on Nov. 2. The company has now suggested it can deliver it on Nov. 30. Based on the testing that would need -
CHEO lottery dream home offers plenty of wow moments
New location, new approach and new look: This year’s Minto dream home offers a fresh take on the annual CHEO lottery grand prize.
After several years in south Ottawa, the 2018 home has moved to Stittsville — just a stone’s throw from Canadian Tire Centre — representing a chance to shake things up a bit for both Minto Communities, which builds the home, and the CHEO Foundation, which runs the hugely popular Dream of a Lifetime Lottery, of which the home makes up the bulk o -

Cool, wet start to the week but summer isn't over yet
This week begins with rain and a decidedly autumnal 7 C but we’ll be basking in September sunshine with summery highs again soon.
Monday’s forecast is for increasing cloudiness, easterly winds at 20 km/h near noon and a high of just 15 C.
A typical high for this time of year is 20 C.
That old ditty “red skies in the morning, sailor’s warning,” likely twigged early risers to periods of rain beginning by early afternoon. They’ll end overnight although there -

Paterson and Waldman: Canada Border Services needs proper oversight
Recently, the media reported the death of a Nigerian man in the custody of the Canada Border Services Agency (CBSA). While the precise circumstances that lead to his death remain unclear, media reports suggest that the federal government was deporting him after he lost his long legal fight to remain in Canada, and that he strongly feared he would be killed if he were deported to Nigeria.
There are many unanswered questions about this death of this person who was supposed to b -
Kee: Can we make dorm-room innovation help society without hurting it?
Facebook’s celebrated motto to “move fast and break things” has recently taken on a whole new meaning. Mark Zuckerberg moved too quickly, and broke democracy.
Zuckerberg’s “dorm-room defence,” which he repeated throughout his two days before the United States Senate in April, was that he should not be held accountable for decisions made in 2003 when he was a callow 18-year-old freshman, launching his company from his Harvard College residence room. From war hero to accused killer: The sad tale of an Ottawa recipient of the Victoria Cross
Almost three decades after the end of the First World War, Filip Konowal, an Ottawa and Hull resident who was awarded the Victoria Cross for his valour during the Battle of Hill 70, joked that he had very nearly been shot for cowardice.
“I was so fed up standing in the trench with water up to my waist that I said, ‘The hell with it and started after the German army,” he told the Citizen in 1956. “My captain tried to shoot me because he figured I was deserting.”

Ottawa lawyers file class-action against Google over publication bans
Two Ottawa lawyers have filed a proposed $80-million class-action lawsuit, alleging that Google’s search engine allows Internet users to discover names that are supposed to be shielded by court-ordered publication bans.
The proposed lawsuit follows an investigation by this newspaper last year. That review found that plugging the publication-banned name of a young offender or crime victim into the web giant’s search engine would sometimes produce results pointing to media co -
Martin: Here's what NAFTA negotiators can learn from my family
Canada’s NAFTA negotiators are not looking promising. But perhaps U.S. and Canadian trade delegates could learn a few lessons from the Brooks-Martin household where we recently hammered out the latest version of the MAFTA, or Maple Avenue Family Treatment Agreement. Although there were a number of contentious issues, I, my wife Cheryl, and our daughter Sarah managed to negotiate in good faith, compromise where necessary and eventually complete an updated agreement.

Memory of WWI's Battle of Hill 70 kept alive in Mountain, Ontario
There is no mountain in Mountain, Ont., nor scarcely a mound or embankment. But there is, in this village, a monument to the Battle of Hill 70. It’s the only such commemoration in Canada and, for a century, until one was erected in France last year, it was the only one in the world.
On Sunday, 75 people gathered to remember the 1917 battle in silence and in song, as singers Garth Hampson and Marleen Fawcett, accompanied by pianist Helen Hyndman, performed music associated with the two -
