Reevely: If Ottawa wants a big shift to transit, Clive Doucet has a plan for it
Clive Doucet would get a regional rail system running in all directions within four years if he’s elected mayor, he said Thursday, using industrial tracks to connect downtown Ottawa to outlying villages and towns as far away as Chelsea, Smiths Falls and Limoges.
He’d cut transit fares, keep 178 hybrid-engine buses the city intends to sell, and augment them with 12-seat minibuses on suburban routes serving his new rail stations.
Doucet’s plan would be a sharp turn toward transit -

Boswell: Ten things we can learn from the ByWard bear
Thank you, ByWard Market Bear, for paying a visit to downtown Ottawa on Thursday and providing us — at the very start of a new school year — this memorable teachable moment. Here are 10 things we can learn from your unexpected but exciting sojourn in the city:
1. Even when genuinely dangerous animals wander into the urban core, police and other officials don’t always have to resort to lethal means to protect the public from possible harm. Kudos all-round in the case of the ByWa -

Adam: Municipal election may be Mayor Jim Watson's swan song
There is chatter around town that this election is Ottawa Mayor Jim Watson’s swan song. If he wins, he will have been in politics for 31 years when his term ends in 2022. His record would be: two terms as city councillor, two terms as MPP and cabinet minister, and four terms as mayor of the nation’s capital. And having ruled out running for the Ontario Liberal party leadership, the natural course would be retirement, the scuttlebutt goes.
Is this, then, the beginning of the end for W -

Antiques: Rare time-repeating watch has golden value
Q: This 18 karat gold watch was given to my husband by his paternal grandfather (1874-1944). It chimes the hours and minutes by pressing a button which I think is called a repeater watch.
It measures 5 cm x 8 cm high (2 x 3 inches) and runs. It also has a long stop watch second hand. The inside back is engraved with ‘Repetition a minutes, “Le Phare” Chronographe.’
I have been doing research on my husband’s family and hope the watch age will indicate who it belonged -

Storm sweeps away sticky weather but get ready for single-digit lows
Ahhh!
After hitting a peak of 32 C that felt more like 40 Wednesday and that spectacular storm, Thursday is a breath of fresh air. The forecast high is 22 C before the mercury slips down into the single digits.
Environment Canada predicts mainly-cloudy skies, a 60 per cent chance of morning showers and northwest winds at 20 km/h that become light in the morning. A smidge of humidity will make it feel like 25 and the UV index is 6 or high.
Tonight’s low is 9 C.

An Avro Arrow hunt: Aviation relic gets scrub down in Ottawa
With dental scalers and tweezers in hand, government conservators scrape and pluck zebra mussel detritus from a talismanic piece of Canadian aviation history.
Their painstaking work — there are thousands of hair-like filaments that have to be removed — is part of a federal effort to preserve what looks like a small rocket ship.
Bent and corroded, the three-metre projectile is unremarkable save for its triangular wings, which hint at a much larger, more consequential story.

Today's letters: Garbage in, garbage out
Here’s why waste disposal matters
I was disturbed to hear Mayor Jim Watson say that reducing garbage is not a priority among residents. Most people give little thought to what they put out at the curb and don’t care what happens after that. City leaders are doing nothing to create public awareness and encourage more responsible practices.
I believe our politicians need to take a stronger leadership role. It should be a priority to prolong the life of landfills, protect our envir -

Will a sixth Arctic Offshore Patrol Ship be built for the Royal Canadian Navy?
There is still no word on whether the Royal Canadian Navy will receive a sixth Arctic Offshore Patrol Ship.
Irving Shipbuilding is building five AOPS. There is the possibility of building a sixth ship if costs are kept in line and that vessel could be constructed within the project budget. It is unclear if the financial state of the project would allow for a sixth vessel or whether the federal government would have to contribute more funding to allow for the construction of an additional A -

Six years after slaying, Crown outlines first-degree murder case against Adam Picard
More than six years after Fouad Nayel was shot dead, his remains buried in a shallow grave, the first evidence against his alleged killer was finally heard in an Ottawa courtroom.
Adam Picard’s first-degree murder trial began Wednesday following a long and winding route through the criminal justice system. Prosecutors Dallas Mack and Louise Tansey laid out the Crown’s case against the former soldier, who stands accused of killing the 28-year-old Nayel on June 17, 2012.

Demand for pot will be much higher than anyone anticipated after legalization, says report commissioned for Health Canada
With just weeks to go before recreational pot becomes legal across Canada, a new report commissioned by Health Canada predicts the demand for it will be substantially higher than widely anticipated.
The report used a 2017 federal survey on cannabis use to estimate how much adult Canadians will consume in the first year of legalization.
It calculated the amount at 926,000 kilograms for both recreational and medical use. That’s a whopping 41 per cent higher than the estimate of 655,000 -
