City's largest union defends in-house garbage collection after audits reveal more deficits
The city’s largest union is defending the in-house garbage collection contracts after a recent audit revealed another deficit in the trash pickup budgets.
CUPE Local 503 president Brian Madden wrote to council this week underscoring the benefits of having the downtown collection zone as an in-house operation.
“Keeping (the downtown zone) in-house has allowed the city to exercise greater immediate control over waste collection services in this difficult to service area,” Ma -
Trade war prompts Mayor Watson to decline U.S. ambassador's party invitation
Ottawa Mayor Jim Watson is known for his packed schedule of attending community events, especially ones involving VIPs, but the U.S. ambassador’s annual July 4 party isn’t making the cut this year.
Watson said he didn’t want to make the snub a big deal, but he acknowledged that he received and declined an invitation to the U.S. Independence Day party, this year hosted by Ambassador Kelly Craft, who was sworn in to the job last August.
“I politely declined because I’ -

Council briefs: Hydro bosses skeptical about Ford rate cut, Ottawa Markets eyes revitalization
Hydro Ottawa’s top bosses aren’t sure how premier-designate Doug Ford will cut electricity rates as the Progressive Conservative leader promised during the provincial election campaign.
Ford promised to cut hydro bills by 12 per cent.
“I suspect there is no magic bullet,” Hydro Ottawa CEO Bryce Conrad told city council Wednesday while helping to deliver the utility’s annual report. “I’m not completely aware how he’ll get to 12 per cent.”

Council votes to keep working on design for Château Laurier expansion
The drama at city hall over the Château Laurier’s proposed addition should go silent until the next term of council.
Council on Wednesday voted to have city staff work with the hotel owner, Larco Investments, on another concept that uses more limestone and features more Château-like qualities. Staff can sign off on the final design but they must bring a site plan for political approval, council decided.
After the council meeting, Mayor Jim Watson defended the decision to hold o -
Fire crews battle blazes on both ends of the city
Ottawa Fire Services crews were kept busy on Wednesday afternoon, as a pair of fires — one in Vanier and another in Kanata — were doused.
The first, reported around 1:50 p.m., was at a home on Cummings Avenue, where seven occupants live, according to the fire department. The fire was dealt with quickly, and declared under control by 2:04 p.m.
The Red Cross and Salvation Army were to provide assistance to those displaced residents.

Bike safety operation turns into distracted driving blitz with 18 tickets in two hours
A traffic blitz aimed at ensuring drivers were leaving enough space between themselves and cyclists changed into a blitz on distracted drivers Wednesday afternoon.

However, the covert bicycle cop noticed drivers texting or looking at their cellphones while in transit, which quickly led to a flurry of distracted -

Hydro-Québec will adjust dam controls to temporarily lower water levels Wednesday to aid the search for a 20-year-old Petawawa man who failed to return to shore after a swim in the Ottawa River five days ago, according to provincial police.
A Canadian Forces helicopter, emergency response team and members of the military will pitch in to help the OPP’s underwater search and recovery unit, the OPP said in a release.

Reevely: Lots of opportunities for Ford to fix the government, Ontario ombudsman says
Do everything in your power to make sure you aren’t at the government’s mercy, is the message shooting through the Ontario ombudsman’s latest report on Wednesday.

Gen. Vance orders permanent removal of Vice Admiral Norman from his position
Chief of the Defence Staff Gen. Jon Vance has ordered the permanent removal of Vice Admiral Mark Norman from his job as vice chief of the defence staff.

Glavin: Tough Canadian sanctions against Myanmar have hit a wall. Why?
When Canada joined the United Kingdom and the United States last October in adopting a new and innovative international mechanism to isolate and quarantine globetrotting police-state thugs and their dirty money, hopes were high. But so far, the Justice for Victims of Corrupt Foreign Officials Act, more commonly known as the Magnitsky law, appears to be gathering dust.
Canada’s adoption of the law, which allows the federal government to freeze the assets of human rights abusers, was a rare -

Denley: A jolt of reality for the electric car industry
It is difficult to persuade consumers to buy a product they don’t want, but that doesn’t stop government and its agencies from trying to jumpstart the electric car industry. The Ontario government has been throwing subsidies at electric cars since 2010, with its latest program offering up to $14,000 in rebates. It also spent $20 million installing public charging stations. Despite that, electric cars make up about one per cent of sales.
The provincial subsidy is almost certain to end -

Mission accomplished: Bluesfest killdeer's 'bluesnest' reaches new site
Mission accomplished and fingers crossed.
In an operation that puts a human house move to shame, a killdeer nest containing four eggs has been moved about 25 metres to a safer spot on the Ottawa Bluesfest site, from its original spot smack-dab in the middle of LeBreton Flats.
Beginning at about 5 p.m. Tuesday, Woodlands Wildlife Sanctuary executive director Monika Melichar of Minden, Ont. painstakingly took each of the killdeer eggs from their nest and placed them in a custom-built nest and -

House Works: Brick and stone are environmentally beneficial homebuilding choices
Everyone makes choices in life, and many of these choices affect the environment. The funny thing is, choices don’t always align with the values people claim to hold. It’s surprising how often this disconnect happens. I know more than one person who talk like they care about the environment, yet they burn household garbage in plastic bags in a smoldering barrel in their backyard. A health food store owner I know tells me that beef jerky sales in his big city store triple when the pro -
House fire smokes out pot production in Kaladar area
When Napanee OPP officers responded to a house fire in Addington Highlands last week they found more than flames, seizing a “large” quantity of pot and charging two people with production.
After spotting marijuana in the home on Upper Flinton Road in the early morning of June 20, officers from the detachment teamed up with the Napanee, Frontenac and Prince Edward County street crime unit to execute a search warrant.
Officers seized marijuana, ground marijuana and paraphernalia used t -
Munster farmhouse uninhabitable after $500,000 fire
A fire investigator is examining the cause of a blaze at a Munster farmhouse Tuesday night but it was clear that two residents won’t be able to return home, the fire department reports.
Damage is pegged at $500,000.
The residents returned their home at 7783 Bleeks Rd, west of Munster Road at 7:20 p.m. and called 911 when they spotted smoke.
Their dog was thankfully safe in another building as the fire extended from the basement of the farmhouse to the first and second floors.

Quebec police watchdog IDs man killed while fleeing Gatineau officer
Quebec’s police watchdog has released the identity of a man killed June 21 when he was struck by a car while fleeing Gatineau police on foot.
The Bureau des enquêtes indépendantes said coroners identified the man as Zachary Fairbairn, 28, of Ottawa.
The agency said no further information would be released.
Preliminary investigation shows police were called to the Casino du Lac-Leamy at about 1:20 a.m. June 21 after receiving reports that a man was allegedly attempting to -
Risk of heavy thunderstorms Wednesday then heat is on
Thunderstorms may pummel the region Wednesday before what weather watchers warn will be an “extreme heat event” arrives for the Canada Day long weekend.
Environment Canada issued a special weather statement early Wednesday predicting that showers and thunderstorms will hit parts of eastern Ontario bringing local rainfall amounts in the 20 mm to 40 mm range “with higher amounts possible under the heaviest storms.”
Then, starting Friday or Saturday, the hot and humid a -
Obituary: Visionary editor Derek Ingram helped journalists all over the developing world – and in Canada too
Derek Ingram had the appearance of a stereotypical English gentleman – tall, posh-sounding, unfailingly courteous, and always slightly rumpled. Hardly the image of a radical, futuristic thinker – which, in a low-key and determined manner, he most surely was.
He was also a legend among many Canadian journalists who, thanks to his vision, travelled the world as young reporters and developed a sense of the issues and challenges facing developing countries. Ingram died recently in London -
Egan: How to buy a piece of Maj. Gen. Lewis MacKenzie, peacekeeping warrior
Old generals never die, they just fade away piece by piece — going once, twice, gone.
Retired Maj. Gen. Lewis MacKenzie, now 78, was once the most famous soldier in Canada — maybe he still is. But life went on from his glory days in Sarajevo in 1992, when he commanded a UN peacekeeping force that managed to open the airport for the delivery of humanitarian aid, not to mention polish the country’s reputation as a fair broker in wartime.
Today he is a widower, standing in the liv -

C6 machine-gun shortage requires Canadian Army to carefully manage distribution of weapons
A recent Defence Watch article about the Canadian government considering donating a warehouse of equipment, including C6 general purpose machineguns, to Ukraine prompted a number of angry emails from Canadian Forces personnel. They stated the weapons should be instead provided to the Canadian Forces since units are experiencing a shortage of C6s.
So Defence Watch asked about the C6 situation and whether there was a shortage of the weapons. Here is the answer:
“There is no C6 shortage in te -
Concert Review: Terence Blanchard Featuring the E-Collective at the 2018 TD Ottawa Jazz Festival
Terence Blanchard Featuring the E-Collective2018 TD Ottawa Jazz FestivalFirst Baptist ChurchJune 26, 7 p.m.
Until Tuesday night, when the musicians that I saw at the TD Ottawa Jazz Festival made references to the political and social situation in the U.S., they played it for laughs.
For instance, at First Baptist Church on Monday night, the British pianist Django Bates said that he had just come from playing in a church at the Rochester International Jazz Festival. Music fans there made a point -
Nest in transit, killdeers not chirping
Onlookers waited behind caution tape with bated breath as Bluesfest’s premature festivalgoers were moved, gingerly, from smack-dab in the middle of LeBreton Flats on Tuesday evening to a slightly more suitable location about 30 metres away.
Woodlands Wildlife Sanctuary executive director Monika Melichar took each of the four killdeer eggs from their nest and placed them in a custom-built nest and walked away with her fingers crossed.
After creeping nervously toward the human-built nes -
