Flood response hampered by city's lack of emergency management expertise, documents reveal

Flood review lauds city wellness visits, work by community associations
It wasn’t all dark clouds hanging over the city’s response to the 2017 spring floods.
International Safety Research, the company hired by the city to review the response, found several positive aspects of the city’s emergency work.
Flood-affected residents felt reassured when city staff arrived to visit their homes, the consultant learned. Community associations’ wellness visits also helped co-ordinate response and identify residents’ needs.

Mint calls RCMP after two kilos of gold worth $110K go missing
Two kilograms of gold have gone missing from the Royal Canadian Mint, three years after an employee repeatedly — and with international notoriety — stole chunks of the precious metal by hiding it in his rectum.
The mint confirmed Thursday that an employee has been fired and the RCMP called after the discovery of the missing gold, two one-kilogram blanks, together worth about $110,000.
“Last month, as a result of robust internal inventory processes, employees of the Royal -

Reevely: Surprised by unsurprising news about Ontario's finances, Ford promises major public inquiry
Professing shock at the provincial auditor’s condemnation of how the Liberals have kept Ontario’s books, Progressive Conservative Leader Doug Ford is promising a major inquiry into provincial finances if he wins the June election.
“We will initiate a full, independent, end-to-end commission of inquiry that builds on and includes the work of the auditor general (and) includes the independent participation of outside auditors and investigators,” Ford said in a Toronto news -

Extensive cutting by NCC in protected area of Mud Lake called 'carnage'
Residents near Mud Lake, one of Ottawa’s protected natural areas, have been shocked by the National Capital Commission’s decision to cut down the trees and shrubs growing beside a narrow forest path.
Residents thought the NCC was just taking out a few diseased trees over the winter in the area, formally known as the Britannia Conservation Area.
Then the snow melted, and people started walking through the woods again. Where they used to have branches brushing against their arms as the -

Neumann and Bittle: More workplace deaths occur than are ever reported. We need tougher action
Saturday, April 28 marks the annual Day of Mourning. Across the country and around the world, union members, politicians, workers and their families and loved ones will gather to pay homage to those killed or made sick at work.
While an important, yet somber occasion to “mourn for the dead and fight for the living,” the Day of Mourning is also a frustrating event. Beyond the efforts of the dedicated individuals struggling for safer workplaces, nothing much changes. After all the expr -

'I couldn't take it anymore': Another inmate attempts to kill himself at Ottawa jail
Hours before Theodore Flowers, a thief and drug addict, tried to kill himself at the Ottawa jail last week, he begged for his medication.
Flowers, 48, had been cut off from his medication for opioid addiction and couldn’t handle the withdrawal anymore. He was cut off for suspected medication hoarding and the final time he begged for his drugs he says a guard told him to “hang in there.”
“That was my snapping point,” he recalled.

Local bike tour hits hidden Ottawa war memorial sites
Just in time for the warmer weather, a local bike tour is aiming to reveal hidden historical gems across the city.
The initiative was set up by Rob Collins and Larry Capstick, two retirees who met while volunteering at the Canadian War Museum.
In dealing with tourists and family members of soldiers, Collins said they realized there was no complete list of all the capital’s war memorials, as far as they could tell.
As history buffs and cycling enthusiasts, Collins and Capstick decided to ta -
Tomlin and Bernstein: Feminist voices can make the G7 much stronger
Early one April morning, Laura received an anonymous phone call. “I know your son,” said a disembodied male voice. “It would be so sad if something happened to him.”
The caller demanded that Laura and her small women’s rights organization stop seeking justice for the more than 15,000 survivors of sexual violence in Colombia’s civil war. “Stop, or there will be trouble,” the caller warned. The line went dead.

Dewar: Canadian technology and know-how could help prevent global atrocities. Let's act
Earlier this week, Canada marked the National Day of Remembrance and Action on Mass Atrocities. This year, Canada should recommit not just to the words of “never again,” but to the actions necessary to do our part to prevent and stop mass atrocities.
April includes the anniversary of mass atrocities in Rwanda, Cambodia, Kosovo, Bangladesh, Armenia and the Holocaust in Europe. And the world faces continued mass atrocities and humanitarian crises. In Myanmar, Yemen, the Democratic Repu -
Iafolla: We do know if the Toronto attack is terrorism – it is
This commentary is a rebuttal to Phil Gurski’s op-ed “Why the Toronto attack can’t be called terrorism – yet.”
Phil Gurski calls for an abundance of caution and for prudence in deciding whether Monday’s van attack in Toronto is terrorism.
Certainly, when considering whether an act is terrorism we should await all the facts, but what Gurski is missing is that terrorism isn’t (just) defined by the ideology that motivates it – it is also defined by th -
