A 25-year-old woman has been found guilty in Gatineau court of manslaughter in the 2014 death of her six-month-old daughter, Miliange.
Quebec Judge Anouk Desaulniers also pronounced Martine Soucie guilty on Wednesday of aggravated assault and assault with a weapon or causing bodily harm.

Afghan aid encouraged corruption, harmed local businesses, says U.S. report
The U.S. government’s Special Inspector General for Afghanistan Reconstruction has outlined in a new report the damage that aid programs caused in that country.
Inspector General John Sopko noted Thursday some of the highlights of the report which tends to undercut a lot of the claims made by the U.S., Canadian and other governments, along with their supporters in the analyst and journalistic communities, about the value of aid and the strength of the Afghan economy.

The Ottawa Police Service issued a statement advising motorists that “traffic disruptions are expected to occur” around Parliament Hill. Police also said there may be disruptions in areas near Major’s Hill Park.

$4.4M project will provide access to pulp mill ruins near Mill Street Brew Pub
People will have better access to the ruins of an old pulp mill near the Mill Street Brew Pub thanks to $4.4 million approved Thursday by the National Capital Commission’s board of directors.
The ruins, which are near the Portage Bridge, are a reminder of Ottawa’s industrial history along the Ottawa River. The project will create public spaces on the Bronson Dam and on Amelia Island. The NCC will install interpretation elements that tell people about pulp paper, lumber and electrical -

Reevely: Quit immediately, Doug Ford tells Hydro One's board
Everyone on the board of Hydro One should resign immediately, Progressive Conservative leader Doug Ford says, for making it expensive for him to fire the utility company’s chief executive only because he wants to.
“Today in Ontario, we have seniors unable to pay the rent and families being forced to choose between heating and eating, all because of the hydro mess,” Ford said Thursday morning at an appearance on his home turf in Etobicoke. “Now, we are learning that the mi -
Mayor questions whether Melnyk is serious about LeBreton Flats development
Mayor Jim Watson has a question for Eugene Melnyk: are you serious?
Watson wants the owner of the Ottawa Senators to say once and for all if he’s committed to one of the biggest redevelopment projects in the city’s history after sensing wishy-washy language from Melnyk during a recent fan forum where the hockey mogul was asked about the mammoth LeBreton Flats transformation.
“My first question is, are you serious? Are you dead serious that you want to continue on with this proc -
Dawson: Now's a good time to decide you'll donate your organs
There are only two ways to make a difference once you’re dead: Have your children live on; and/or have your body do good for other people.
Now, merely to secure a legacy would be an exceedingly ill-advised reason to have kids. But the utility of your body once you’ve left it is a significant moral and practical consideration that each of us should make, sooner rather than later.

Beagle that survived gunshot to head diagnosed with cancer, needs final home
The “loving” little beagle who survived a gunshot wound to the head now needs a forever adoptive home as she battles cancer.
“Sadie Mae has endured months of treatment for her injuries, rebounding against the odds and receiving loving care from the staff at the OHS and her dedicated foster family,” executive director Bruce Roney wrote on the Ottawa Humane Society’s blog on Thursday.
But when she started showing symptoms that couldn’t be explained by the injuri -
Raeisi: You support pay equity? Tell me how much you make
One topic we never discuss with each other is our salaries. A colleague can ask if you go to church, but not how much you make. That’s a problem because we can’t know how much we should fairly be paid if we never talk about it.
On April 1, Ontario got new legal rules requiring Equal Pay for Equal Work. The new rules require employers to pay the same rates to all employees, including part-time and casual workers, when they complete substantially the same work, with exceptions for -

NCC improving cycling safety on Portage Bridge with surface renovations
A $9.2-million repair job to the Portage Bridge between downtown Ottawa and Hull would upgrade the asphalt on all lanes and improve safety on the cycle tracks, the National Capital Commission says.
The NCC board approved the budget allocation Thursday.
The NCC considered three temporary options for improving cycling on the bridge. The agency dismissed a $1.3-million option to create a new southbound cycle lane on the southbound side of the bridge and make the current bidirectional cycle track no -

Barlow and Palmater: Toss Bill C-69 overboard and protect our water, Mr. Trudeau
The federal Liberal government recently introduced Bill C-69, which, in its current form, would make sweeping changes to Canada’s water, environmental and energy legislation. Unfortunately, the bill is deeply flawed.
What’s the best way to fix it? Scrap it and start over.
The long-awaited bill includes amendments to the Navigation Protection Act (NPA), now named the Canadian Navigable Waters Act (CNWA), buried in the 412-page bill.
The amendments to the CNWA fall short of what -

Renovation transformation: Baby on board for large-scale renovation
Homeowners Beverly White and Mike Irving couldn’t help but draw a comparison between renovating and having a baby. They’re both messy – let’s face it – expensive and many times stressful.
Imagine doing both at the same time.
“When I signed the contract they said ‘by the way we’re having a baby’,” said veteran renovator Richard Larocque, founder of Vala Home Improvements. Soon after, he made a commitment to them. The couple had been livi -

Fire crews defend Bayshore homes as parking garage burns
The roof of a Bayshore Drive parking garage collapsed and about two dozen vehicles were damaged in an overnight fire but crews were able to prevent the flames from spreading to nearby homes.
Multiple 911 calls drew firefighters to a carport 40 Bayshore Dr. at 12:51 a.m. Thursday. The first crews on the scene reported that the flames from a vehicle had spread to the carport and were licking up the side of an adjoining townhouse.
They immediately declared a second-alarm fire to bring more firefigh -

Flurries, showers in the forecast – again
More flurries are in the forecast through Friday but the weekend outlook is still looking downright spring-like.
First, a few flurries begin Thursday morning switching to flurries and showers by afternoon with northwest winds at 20 km/h gusting to 40 and a high of 4 C. There’s a 40 per cent chance of more flurries overnight and a low of 0 C.

In the trenches of Ottawa's opioid epidemic: 'A good kid with a big heart' dies of suspected overdose
Cole Nicholls was no angel, and he admitted it freely.
This was, perhaps, why his 17-year-old view from the trenches of the fentanyl crisis added urgency and veracity to the storm last year that followed the deaths of three Kanata teens after opioid overdoses.
“You try the pill. It’s wicked,” he told this newspaper of using the counterfeit Percocet pills known among teens as Percs. “It’s your party drug. Then you want to do it every day.”
At the time, Nicholls -
Barlow and Palmeter: Toss Bill C-69 overboard and protect our water, Mr.
The amendments to the CNWA fall short of what -
24 Sussex contains more asbestos than thought
To the long list of issues plaguing 24 Sussex Drive — from old windows to a prime minister who doesn’t want to come near the place — we can now add asbestos.
Asbestos is all through the plaster in the 150-year-old home’s walls and ceilings. It isn’t doing any harm for now, but it becomes a danger if someone opens up the walls.
And removing it will cost more than $900,000, according to an engineering report commissioned by the National Capital Commission.

Today's letters: A garden for Jonathan Pitre, safety on our highways
Let’s build the Butterfly Garden
Re: ‘We were supposed to come home together,’ April 18.
I was touched reading Andrew Duffy’s article. Readers who have followed the journey of Jonathan Pitre and his mother, Tina, have soared on the highs and crashed with the lows of this brave young man taking steps to find a cure for EB, both for himself and others.
I want to concur with Tina that I, too, am partial to a Butterfly Garden. What a beautiful, peaceful and reflective way to -
Cash, Cramps, Killers: A day in the life of Compact Music
This story started with a question: With virtually every piece of recorded music available at one’s fingertips, why on Earth would anyone shop at a record store?
The answers are as varied as the music, I learned while hanging out on a sunny Friday afternoon at Compact Music’s flagship Glebe store. It’s a classic example of an old-school indie record store, with bins of vinyl LPs along the aisles, rock posters on the walls, T-shirts hanging from the ceiling and a rack of new-rel -

Will Gen. Vance permanently remove Vice Admiral Mark Norman from his position?
The Canadian Forces has pointed out that Vice Admiral Mark Norman is still technically the Vice Chief of the Defence although he has been temporarily suspended from that position.

The RCMP claims Norman tipped off Davie shipyards the Liberal government was going to delay a key navy program involving the Quebec firm converting a commercial ship, the Asterix, into a supply vessel.
