An Ottawa man has launched a $4.5-million negligence suit against Scouts Canada for the sexual abuse that he claims to have suffered at the hands of a notorious scout leader in the late 1970s.
The civil suit, launched last month by a man identified only as C.M., alleges that he was abused by scout leader John Allan Brown after meeting him in 1977. C.M. was then a 13-year-old boy scout in Brockville, and Brown was a leader with the 8th District Scout Troop.

Fentanyl-dealing pharmacist sentenced to 14 years behind bars
A fentanyl-dealing pharmacist who faked a robbery at his own drug dispensary to cover up an elaborate million-dollar drug scheme has been sentenced to 14 years behind bars and to pay more than $36,000 in restitution for his fraud.
It is, to date, the stiffest sentence ever handed down in the country to a pharmacist for fentanyl crimes.
Waseem Shaheen reported a knifepoint robbery at his Rideau Street I.D.A. pharmacy in October 2014, where he said a masked bandit had made away with more than $25, -
Heritage Ottawa hates the new Château Laurier design
The city’s volunteer advocacy group for heritage protection hates the latest design for the Château Laurier addition, but the planner overseeing the development is confident in the architectural vision.
“They’re going to put an addition on one of Canada’s foremost buildings. What they’re proposing is completely inappropriate,” Heritage Ottawa co-chair Leslie Maitland said in an interview Wednesday. “It has all the charm of a box store.” -
Deposed Tory candidate in Ottawa West-Nepean will keep fighting, lawyer says
The Ontario Progressive Conservatives might think they’ve got Jeremy Roberts as their candidate in Ottawa West-Nepean, but the candidate they ditched to get him is challenging the legitimacy of the meeting that picked him.
Karma Macgregor has never been officially informed that she’s out, lawyer Joshua Henderson claims, and the Wednesday night meeting to acclaim Roberts as her replacement in Ottawa West-Nepean is invalid.
“Not only has my client never received official notifica -
McGuinty: A #MeThree movement, based on truth and reconciliation
A debate has erupted across Canadian society about due process in the era of #MeToo. Is there a way forward that preserves both the dignity of victims and the rights of the accused? Perhaps we can draw on the ethics of truth and reconciliation.
In the Western legal tradition, the accused are presumed innocent until proven guilty. This puts the burden of proof on the accuser to show that the accused is legally responsible for the alleged act. This protects innocent people who are wrongly accused. -

The Ottawa native, who plays accordion and flutes, joins fiddler Pascal Gemme and guitarist Yann Falquet in bringing the tunes of French Canada to audiences around the world. Reevely: As the PCs' leadership race gets ugly, Mulroney's ideas are worth a look
Caroline Mulroney wants to build more nursing homes, license home-daycare operators, teach guidance counsellors about work in the trades, and help more terminally ill people get palliative care.
In a Progressive Conservative leadership campaign that’s been mostly about personalities and attitudes, devolving lately into a mudwrestle between Christine Elliott (a secret Liberal!) and Doug Ford (erratic and out of control!). Mulroney has tried to distinguish herself with some actual ideas, rol -

Don’t water down physical testing
Re: Are police tests inappropriate for women? March 2.
When a job is as physically demanding as policing, firefighting or being a paramedic, it is of utmost importance that the prospective candidates all participate in the same examinations.
Why? Police officers, like all first responders, do not choose their clientele. -

Tuczynski: Give yourself a pat on the back, ladies
International Women’s Day is an opportunity to celebrate women’s political, economic, social and cultural achievements throughout history and across the globe. It also serves as a day to recognize some of the strong and talented women we have have had the privilege of knowing and are surrounded by in our daily lives: our mothers, siblings, friends, colleagues and educators, to name a few.
But ladies, on this day, how many of us actually stop to reflect on the woman we once were, the -
Traffic on the 417 and well, everywhere, was an absolute mess this morning
A few flakes and a few of us flake out apparently.
Police were reminding motorists to clear off their cars – “Clear. All. The. Snow. Off. Your. Vehicle!!!!!,” said one – and drive for conditions amid a string of crashes, rollovers and spinouts.
Ottawa police reported nine collisions from 5 a.m. to 7:30 a.m. – and they don’t get called to every fender bender or ditched car.
Most seriously, the OPP reported just before 7 a.m. that Highway 417 westbound was entir -
Adam: Ottawa council doesn't need a women's bureau – but it does need to help women
Coun. Diane Deans is right to demand gender balance in municipal government appointments and decisions. It is indeed a shame that on a 24-member council, only four people are women. Even more lamentable is the lack of women in senior positions in city administration. Three women department heads out of nine is not something to be proud of. And to learn that a panel of 11 people set up to hire a city manager had only two women, is to know that something is not right at city hall.
There is a need -

Lawyer in Gee-Gees sex assault trial suspended for malpractice
An Ottawa criminal lawyer representing one of the accused in the University of Ottawa sex assault trial in Thunder Bay has been suspended for three months.
After an investigation, the Law Society of Ontario’s tribunal found Christian Jacques Deslauriers guilty of professional misconduct for incidents between June 2010 and Sept. 2011, where Deslauriers allowed a law student to run his legal aid practice.
According to a ruling from Feb. 23, Deslauriers contravened the law -

US to take 136 F-18s out of service but don't count on any for Canada
The U.S. Navy is removing from service 136 of its older F-18s. That has immediately prompted suggestions in some parts of the Canadian defence community that the aircraft could be used to bolster Canada’s aging CF-18 fleet.
But don’t count on that happening.
The USN is hoping to provide the U.S. Marines with the best of the surplus aircraft to bolster the Marines’ fighter capability. And then it intends to use the others for spare parts for its F-18s still operating. The -

These are some of the most common ways scammers target people in Ottawa
With March designated as Fraud Prevention month, police are warning the public of potential scams and fraudsters who have duped victims out of thousands of dollars.
In 2016, the Better Business Bureau estimated Canadians lost more than $90 million to scams. Staff Sgt. Stephanie Burns and Sgt. Jamie Ritchie of the Ottawa police fraud unit offer some tips on what to do for those who cross paths with scammers.

Traffic on the 417 and well, everywhere, is an absolute mess this morning
A few flakes and a few of us flake out apparently.
Police were reminding motorists to clear off their cars – “Clear. All. The. Snow. Off. Your. Vehicle!!!!!,” said one – and drive for conditions amid a string of crashes, rollovers and spinouts.
Ottawa police reported nine collisions from 5 a.m. to 7:30 a.m. – and they don’t get called to every fender bender or ditched car.
Most seriously, the OPP reported just before 7 a.m. that Highway 417 westbound was entir -

Former boyfriend pleads guilty to 2016 killing of Christina Voelzing
A new romance, a rekindled connection and an ego-driven feud between two men who treated her more like property than a woman they loved claimed Christina Voelzing’s life.
After the 24-year-old was fatally shot on Easter Sunday 2016, one dragged her body to the living room of her Bells Corners house and hid his gun. The other fled town, on the run for her homicide.
Behnam Yaali, 25, was originally charged with second-degree murder for shooting his former girlfriend dead, but instead pleaded -
Ottawa nursing home reports reveal fresh cases of abuse, death
Multiple Ottawa long-term care homes have seen fresh cases of abuse and resident death following improper care, an analysis of provincial records published this year reveals.
One resident died after being pushed to the ground by another resident, while it’s alleged a resident in a different home was repeatedly sexually abused by another resident.
Both cases led to citations against the homes by the Ministry of Health and Long-Term Care.
City-run nursing homes, which have b -
Asselstine: Here's why long-term care workers are so stressed
Shortly after 6 a.m., the personal support workers (PSWs) are looking for someone to start washing and dressing and assisting into their wheelchair. If you are a “complete care” client, one helper will wash your face while another puts on your socks. They have to work like this because speed is of the essence. A registered nurse may stop by to put your eye drops in. Then your dentures are popped in, there’s a quick shave and you are ready to be swung into your chair by a mechan -
Walsh and Edwards: Alcohol is Ontario's other drug problem
The opioid crisis and the legalization of cannabis are major public health issues and we commend government actions and plans to address them. However, Ontario’s other major drug problem, alcohol, is being overlooked. This drug is more widely used and marketed to ensure greater access, convenience and choice. We need to put the cork back in the bottle.
Increasing “convenience and choice” has been one of the Ontario government’s most popular measures. Over the last 10 year -
Pardy: Canada-India problem has a long history, but it's worth resolving
Almost fifty years ago, another prime minister Trudeau touched down in India. For five days in January, 1971, Pierre Elliott Trudeau toured the country, rode a camel, petted a bullock, went up the Ganges and into a locomotive factory, visited the tombs of Indian notables, saw the Taj Mahal and wore a hat that would have made a Rajput proud. He then sat down with the emerging, redoubtable Prime Minister Indira Gandhi to discuss the state of the world and the sorry state of Canada’s ec -

Questions remain about party flight but Canadian Forces declines to provide answers
News about the Canadian Forces Team Canada morale tour to Greece and Latvia appears to have died down and some at National Defence headquarters are happy about that.
Chief of the Defence Staff Gen. Jon Vance has portrayed the partying on a taxpayer-funded military tour, which included free-flowing booze, a band set up at the back of the plane, and people dancing in the aisles, as a one-time incident. But photos have surfaced from a 2010 military morale tour to Afghanistan showing similar behavio -

Crews rescue occupant of vehicle that broke through ice on Ottawa River
Ottawa Fire Services rescued the occupant of a car that had broken through the ice on the Ottawa River on Tuesday evening.
The car had entered the river from a street in Gatineau and the initial tip came from a 911 call placed on the Quebec side of the river, across from Constance Bay, but Ottawa crews performed the rescue.
After making their way across the ice to the submerged vehicle, fire service crew members discovered a person in the water and transported the individual back to shore a -

'Uniting' Conservatives the goal of acclaimed Ottawa West-Nepean candidate Jeremy Roberts
After this winter’s weirdness, the Ontario progressive conservative party would like nothing better than to return to a semblance of normality.
Events surrounding the riding of Ottawa West-Nepean suggest the party may be moving in this direction. On Wednesday, the Conservatives’ current standard bearer, Jeremy Roberts, intends to kick off his campaign to take the riding currently represented by Bob Chiarelli, a Liberal.
Roberts secured the PC nomination on Saturday night, when -

Mayor Watson appeals to federal cabinet to reverse Prince of Wales Bridge order
The federal Liberal cabinet should quash a decision by a regulator compelling the City of Ottawa to fix the Prince of Wales Bridge, Mayor Jim Watson says.
The city is taking a double-barrelled approach in its fight against a Canadian Transportation Agency (CTA) order. On top of asking for help from cabinet, the city is also asking the Federal Court of Appeal to consider hearing an appeal.
The CTA order, sent to the city last month, orders the city to restore the rail line north of Bayview statio
