City failed to consider how vehicle-for-hire bylaw would impact cabbies, judge hears
The City of Ottawa failed to consider how a restructured vehicle-for-hire bylaw would impact the livelihoods of cabbies who have worked for decades under a tightly controlled taxi regime, a lawyer argued in court Thursday.
“What has fundamentally changed is another class of drivers has been allowed to enter the vehicle-for-hire market in Ottawa in unlimited numbers and in uncontrolled fashion,” Monica Song told a Superior Court judge during the first day of a hearing on the taxi unio -
Double amputee and volunteer John Woodhouse to be owner's guest at Senators game
John Woodhouse has never been to the Canadian Tire Centre to see an NHL game live.
On Saturday afternoon when the Senators face the Philadelphia Flyers, the 63-year-old community volunteer will be watching in style — from the private suite of Senators owner Eugne Melnyk. Melnyk read a newspaper story about Woodhouse receiving a new power wheelchair for getting around the city, thanks to the efforts of a neighbour and JCC gym manager Ryan Armitage.
In that story, Woodhouse defended his favo -

Scanlan: Why some athletes are able to 'clutch' Olympic medals
They don’t call them sports psychologists anymore.
They are ‘Mental Performance Coaches’ (MPC) now.
“People were getting us mixed up with psychiatrists,” says Wayne Halliwell, freshly home in Montreal after working with Canadian mogul skiers at the Pyeongchang Olympics, including Justine Dufour-Lapointe, who won a silver medal to go with her 2014 Olympic gold.
The psychiatrist label is understandable considering these counselors are referred to as sports “shri -
Thursday Olympic roundup: Canadian silver in women's hockey, no gold in men's curling
Even after a disappointing day when the Canadian women’s hockey team lost gold to the United States and the men’s curling team fell to the Americans in the semifinals, Canada remains in third place in the medal standings with 24. Norway (35) and Germany (25) are first and second. Canada currently has nine gold, seven silver and eight bronze medals.

Egan: Presto! Dogs, cats, bicycles — all aboard LRT
Paws and pedals on our new light-rail trains — are we on track for trouble?
The city’s transit commission this week recommended that bicycles and pets in reasonably-sized containers should be permitted on our spiffy new train system, even during rush hours.
I’m skeptical about the plan, for one main reason. We’re spending $2 billion (and counting) on a rail system that is supposed to be smoother, cleaner, more comfortable and reliable, more spacious and accommodating, tha -

Kurl: How Canadian – we're split on twinning the pipeline
We’ve all witnessed enough family fights to know that when the siblings go at it, they’re simultaneously keeping tongues focused on the insults and eyes focused on which relatives are nodding in agreement.
After weeks of watching the ongoing war of words, political will (and even wine), it turns out the Canadian family is perfectly split about which side to take between British Columbia and Alberta over the twinning of the Kinder Morgan TransMountain pipeline.
To recap, the British C -
One person suffers smoke inhalation in Blackburn blaze
One person was taken to hospital suffering from smoke inhalation after a fire in a Blackburn Hamlet bungalow that was under renovation.
Firefighters were summoned by a 911 call reporting white smoke at 17 Tauvette St. near Innes Road at 12:42 p.m. Thursday. The occupants were able to escape safely but the first crews on scene found black smoke coming from the front door and declared a working fire at 12:46 a.m.

Fraud suspect rented nonexistent downtown parking spots: Police
Nabbing a downtown parking spot turned out to be too good to be true.
City police say a 32-year-old Ottawa man is now wanted on a fraud charge for allegedly renting out spaces in the core that didn’t actually exist.
They’ve obtained an arrest warrant for Daniel MacKay on charges of fraud under $5,000 and breach of recognizance.
Police say he placed online advertisements and took cash for parking spots in December and January.

Glavin: Justin Trudeau's trip to India could hardly be going worse
In defence of Prime Minister Justin Trudeau, nothing that has occurred during his state visit to India, at least so far, quite matches the scene U.S. president George H.W. Bush made at a formal dinner in Tokyo in 1992. Out of the blue, the president turned to Japanese Prime Minister Kiichi Miyazawa, vomited all over him, and passed out in his chair.
Then there was the time Prince Philip, while attending a cultural display in Queensland, Australia, in 2002, turned to one of his Aboriginal hosts a -
Kassam: Mysterious attacks on diplomats are a terrifying new cause of brain injury
Diplomats, now more than ever, play a crucial role in maintaining the stability of geopolitical relationships around the world. They represent the interests of nation states and are tasked with negotiating strategic agreements that have become the hallmark of a globalized society. While many view a diplomat’s job as a luxuriously taxpayer-funded sabbatical, in reality, diplomats are exposed to many risks that can jeopardize their own personal safety and quality of life.

ShoreTel acquisition drives Mitel's Q4 revenues up 37%
Mitel Networks chief executive officer Rich McBee said he is pushing the pause button on his seven-year acquisition strategy.
“We now have critical mass,” he said Thursday during a conference call to detail his company’s fourth quarter financial results. “We’re focused on making our acquisition of ShoreTel a success,” he added in reference to the California rival Mitel purchased last September for $430 million. Antiques: Historic painting well worth restoring
Q. This is a somewhat faded painting of Craile Harbour, Scotland. It is oil on canvas 91 by 152 cm (60 x 36 inches) and signed by artist John Blair. This painting had sentimental value to my late mother, who was sent away to Craile Harbour (Crail) during the bombing of Glasgow in WWII. The back of the wood frame has a stamp / sticker saying Dodd & Son, 1842. I’m wondering if the painting has any value, before investing in a restoration. Thank you for your consideration.&nbs -

Grieving mother launches drive to reform emergency psychiatric units
By late November, Ottawa wedding photographer Ryan Parent was in crisis. He was struggling under the weight of depression and anxiety, a burden made worse by his fear of returning to hospital.
Parent, 37, had gone to The Ottawa Hospital in June because a friend was alarmed by his manic behaviour and by his online posts about the Earth being flat.

Friday's forecast is for freezing rain (only Saturday is looking decent)
Thursday may be the calm before the (freezing rain) storm.
Environment Canada has issued a special weather statement because a low-pressure system could bring freezing rain or drizzle starting early Friday morning near Georgian Bay, hitting eastern Ontario by early afternoon.
Highways, roads, walkways and parking lots – just in case they’re not slick enough after Wednesday’s thaw and freeze – “may become icy and slippery” but the risk of freezing rain should e -

The eclectic life of Ryan Parent
Deeply religious, Ottawa’s Ryan Parent was an accomplished kickboxer, wedding photographer, software developer, swing dancer, disability advocate and friend of the homeless.
His eclectic life ended in suicide on Nov. 22 after a long struggle with mental illness.
“He always looked out for the underdog: He just was a humble person,” says his mother, Ellen Parent.
Ryan suffered depression as a teenager during the winter months. The affliction would colour much of his adult life, b -

Les Ballets Jazz de Montréal evoke the spirit of Leonard Cohen in Dance Me
Among the many gifts Leonard Cohen left to the world, naming one of his songs Dance Me to the End of Love is the one that keeps on giving, at least to dance companies.
A few years ago, a haunting Cohen-based show, somewhat cryptically called Dance Me to the End On/Off Love, visited Montreal’s Centaur Theatre, courtesy of the Danish company Granhoj Dans. Les Grands Ballets Canadiens de Montréal close their season this year with their annual Soirée des étoiles, wh -

Taxpayer-funded "party" flight raises questions for Gen. Vance and rest of the military leadership
As more details emerge about the taxpayer-funded Canadian Forces “party” flight that took place in December more questions continue to be raised.
The Dec. 2-3 flight was to transport “VIPs” whose job was to raise the morale of Canadian Forces personnel in Europe.
That trip resulted in former NHL hockey player Dave “Tiger” Williams – one of the VIPs on the flight – being charged with sexual assault as well as assault. Williams denies any wrongdoing -
SIU asks for help after man taken to hospital with serious injuries following arrest
The province’s Special Investigations Unit is appealing for the public’s help after a 60-year-old Ottawa man was taken to hospital with serious injuries after a weekend arrest.
According to a timeline released by the SIU, at about 11:45 p.m. Sunday Ottawa police were called to a Boston Pizza restaurant at 1055 St. Laurent Blvd. where a man was “making threats” to staff.

A 40-year-old inmate suffered serious injuries and burns when he was assaulted by five fellow inmates at the Gatineau Detention Centre on Tuesday night, according to the Sûreté du Québec.

Police report 'very few injuries or complaints' with conducted-energy weapons
Last year on New Year’s Day, a police tactical squad was called to arrest a man “acting very violently” in a cellblock, where he had cut himself, smeared blood on the walls, stripped naked and urinated on the floors.
Officers subdued the man with a Taser as he “continued to be violent and assaultive.”
In May, east-end officers arrived to a Family Tree Group Home to find a mentally ill resident assaulting staff and smashing vehicles with a spiked garden hoe. Officers -
Reevely: Patrick Brown's in, and Ontario's Tory civil war is on
Patrick Brown can run for the leadership of the party that ditched him in January, a committee of senior Progressive Conservatives ruled Wednesday.
In doing so, they avoided an immediate revolt by supporters of the former leader. And they set the stage for a savage two weeks of campaigning up to the deadline for Tory members to vote.
Brown will be the only one with a plausible platform the party could put to the people of Ontario in a general-election campaign, the result of a year-long developm
