The U.S. Commerce Department upheld on Wednesday the nearly 300 per cent in duties that Bombardier will face on C Series passenger jets delivered in the U.S.
The ruling had been expected.
Boeing filed the complaint against its aerospace rival earlier this year, claiming that Bombardier was selling civilian passenger aircraft at cut-rate prices to Delta Airlines in the U.S. It complained to the Trump administration that Bombardier was receiving subsidies from the Canadian government.

City risks closing book on 2017 with a stalled library project
Ottawa’s central library project is like the dusty novel on your shelf that has a bookmark at the beginning of Chapter 3 but hasn’t been opened in months.
Picking up where you left off might require thumbing a few pages back to find out what happened.
There’s a council-approved site at 557 Wellington St., which is just west of Albert Street and Bronson Avenue.
However, city hall doesn’t know yet what it will build because it hasn’t heard from its potential developme -
Health ministry falls short on long-term care home inspections, auditor general reports
As problems with the province’s long-term care system came into sharper focus this year, the government was still grappling with how to fix numerous issues with home inspections that were identified by Ontario’s auditor general in 2015.
The province was given a laundry list of recommendations on how to improve its inspection process of long-term care homes in a 2015 report by Bonnie Lysyk, the province’s auditor general.
And while the government has made multiple fix -
Colleges strike: Arbitrator issues settlement, but key items go to task force for study
An arbitrator has settled the contract dispute that led to a five-week strike by faculty at Ontario’s 24 colleges.
The 12,000 part-time instructors, full-time faculty, counsellors and librarians will receive a wage increase of 7.75 per cent over four years, according to the ruling released Wednesday by arbitrator William Kaplan. He was appointed after the province passed back-to-work legislation to end the longest college strike in Ontario history.
Wage increases, however, were never a sti -
SCANLAN: Original Sens owner Bruce Firestone sees LeBreton β and Ottawa β in team's future
NHL hockey at LeBreton Flats is close enough to reality for fans to imagine the possibilities.
Bruce Firestone, the original Senators owner, imagined it, too, back in 1987. He recalls a conversation with the late Jean Pigott, then-chair of the National Capital Commission, going something like this when he inquired about putting an NHL rink on NCC lands. (First, of course, he would have to acquire an NHL franchise).
“Bruce, do you want the public or private answer?” Firestone re -
SCANLAN: NHL has put trend of moving hockey teams on ice
There was a time when the NHL was in the business of relocating franchises.
Between 1995 and 1997, the NHL oversaw the transfer of three franchises in consecutive seasons — the Quebec Nordiques to Colorado in 1995, the Winnipeg Jets to Phoenix in 1996 and the Hartford Whalers to Carolina in 1997.
Since then, NHL commissioner Gary Bettman has shown a preference for keeping franchises where they are, despite market and attendance issues. This bodes well for an Ottawa market that is stil -

A Constance Bay Christmas: celebrating the holidays without a home
Seven months after Constance Bay was flooded, some displaced residents will be celebrating the holiday season without a home of their own. While some properties have been torn down; others are still not fully habitable.
The house Christine Renaud and her family lived in for 16 years was so badly damaged, it was one of two in the community demolished in its entirety. She is heartbroken at the thought of spending Christmas somewhere unfamiliar.

The road less gravelled: Why can't the city get repairs right?
Those who think our roads need dramatic improvement saw some progress in last week’s city budget, but that progress is small compared to the size of problem.
The city says it will boost road-repair spending by $8 million, and some of the $10 million councillors added to infrastructure repairs at the last minute will likely go to roads as a onetime addition. However, the gap between what the city will spend and what it should spend to keep roads in good repair is still $41 million a year.

Police warn of Uber scam in downtown and Market areas
Police are warning the public about a scam in which a person posing as an Uber driver robs riders’ accounts after stealing their credit or debit card data.
Police say the male suspect typically waits at night for people leaving bars or restaurants looking for taxis — particularly in the ByWard Market area — and approaches them claiming to be an Uber driver. At this point, the customers have not requested a ride through the Uber app. After driving to the riders’ destinatio -

Separating this couple was cruel
Re: Care home separates longtime N.B. couple, Dec. 20.
Separating an elderly couple after 69 years of marriage, ironically in order to provide a higher level of care, is the modern-day version of cruel.
As our population ages, we desperately need to fix a system that feels it has no alternative but to divide loved o -
City increases training on abuse prevention in long-term care homes
All staff in Ottawa’s four city-run long-term care homes have received enhanced training on preventing abuse after incidents earlier this year led to a rare order from the province for the city to improve care at its homes.
Dean Lett, acting director of long-term care for the city, updated “residents, families and friends” on work that has been done in the homes to respond to the compliance order from the Ministry of Health and Long-Term Care.
That order came after a series of -

Royal Canadian Navy finishes modifications on frigates to deal with mould
Defence Watch has reported on a number of cases about complaints from sailors regarding mould on Royal Canadian Navy ships. The RCN has said it is working on the problems.
Here is more from the RCN in a posting from the service’s website:
Some of the fixes seem rather obvious, such as in the heads and wash places where many components of the space are fabricated out of stainless steel and additional ventilation is provided.
In some instances the fix is more complex and a more comprehensive -
Man, 25, checks himself into hospital with gunshot wound
Ottawa police are seeking public assistance after a 25-year-old man suffering from a gunshot wound checked himself into hospital early Wednesday.
The Ottawa Police Service says the victim’s wounds were not life-threatening but gave no more information.
They said the victim was not cooperating with detectives and investigators have so far been unable establish where the shooting took place.

Dawson: Why long-term care reports shouldn't hide the IDs of the dead
Those who die in unusual circumstances in long-term care homes go unnamed in official reports, unknown to anyone except those who loved them or, perhaps, those who worked with them in their final days and moments, caregivers to whom many elderly people become quite close.
But still, when they pass, these people are treated as numbers. Statistics. Little more. Their years of existence shrink to a few details in provincial inspection reports on potential broken rules or guidelines.

Glavin: In the Shepherd affair, the left has sided with the bosses
“At the dances I was one of the most untiring and gayest,” the dangerously courageous and brilliant revolutionary anarchist Emma Goldman wrote in her early 1930s memoir, Living My Life, and it was because of her “reckless abandon” on the dance floor, among other things, that she was routinely belittled and upbraided by the more dreary and humourless among her comrades.
Despite the 1960s’ feminist slogans, Goldman never said, “If I can’t dance, I don&rsqu -

Storm travel advisory, slight break, then snow and more snow
A projected line of snow squalls that forecasters warned might drop up to five cm of white stuff in bursts, slipped by the region hardly dropping a flake Wednesday.
Instead, blues skies were largely the order of the day by about 8:30 a.m.
Don’t get too comfortable.
The clear skies are expected to last through Wednesday evening, but then it looks like slightly below seasonal temps with a chance of snow every day this week.

Resident-on-resident assault a shocking reality of long-term care
The long-term care resident was sitting in the chapel, in a wheelchair, when another resident approached and began kissing, fondling and exposing body parts.

Secret CSIS files assess paid RCMP spy in Ottawa terror case as 'parasitic' and 'psychopathic'
