Heavy black smoke pouring from a malfunctioning furnace prompted a 911 call for firefighters on Tuesday afternoon.
Ottawa Fire said it received the call shortly before 5 p.m. and declared a working fire when a crew arrived at 2837-A Baycrest Dr. a few minutes later due to thick smoke on the second floor of the townhouse.

Arbitrator's award settling issues behind Ontario college strike expected this week
An arbitrator is expected to make a decision this week on the issues that prompted a five-week strike by faculty at Ontario colleges this fall.
The province enacted back-to-work legislation to end the strike, the longest in Ontario college history. An arbitrator appointed to help settle the dispute met with both sides and will issue his decision this week, according to both the union and the council representing the province’s 24 colleges.
The decision will form the basis for a new collect -
Gatineau flood victims face a Christmas of frustration
Snow has replaced flood waters in Gatineau, but months after the water receded many families will spend Christmas in Red Cross-sponsored hotel rooms and apartments.
On Jacques Cartier Street, beside the Gatineau River’s east bank, Lucie Fortin lives in her grandfather’s former home. She still sees the river as a friend; people in this neighbourhood blame Hydro-Québec dam operators upstream for the suddenness of the flooding, if not for the high water itself.

Reevely: New 'inclusionary zoning' rules will make affordable housing easier, but not a cinch
Ontario cities will have to pay almost half the cost of new affordable housing if they force builders to include it in new developments, under rules the province has just released.
Municipalities have been eagerly waiting for the fine print on “inclusionary zoning,” an idea the Liberal government put into law a year ago. At its most basic, it means that cities have the power to say to a developer that yes, you can build a condo tower here, but a certain number of units have to be pri -
Priest acquitted of sex assault appointed to downtown church
An Ottawa priest acquitted of sexual assault earlier this year has been appointed to a senior position at Saint Patrick Basilica, one of the city’s oldest churches.
Stephen Amesse’s appointment as associate rector takes effect on Dec. 23, according to the Archdiocese of Ottawa.
Amesse had been charged in December 2014 with the sexual assault of a 14-year-old boy and sexual interference. The incidents were alleged to have happened in 2008.
In May, Amesse, former pastor at St. Pa -

Criminal pro tip: Stealing gas with police at the next pump seldom works out
Rule One if you’re going to steal something is probably to check and see who is watching, but an accused man from Harrowsmith, near Kingston, skipped that step.
The man, aged 36, was pumping gasoline at a station on Kingston’s Division Street late Monday afternoon. So was a Kingston police officer. Same time, same station.
The first man pumped $60 worth of fuel and then went inside and told the cashier he was short of money, but it was just a mistake and he would go and get some and -
City hall blog: City fine-tunes informal piano policy
City hall’s public piano was covered up on Tuesday morning, as per standard operating procedures when there’s an event happening in Jean Pigott Hall.
There’s no formal policy that governs the piano, which sits in the rotunda on the first floor.
People play at all hours of the day when city hall is open.
There are regulars.
One guy comes almost daily and plays Lionel Richie’s Hello. Coldplay’s Yellow was on heavy rotation for months. So was the Game of Thrones theme -
Transpo fined $25,000 for not calling out stops, despite having automated system
OC Transpo, which has an automated system for announcing bus stops, has been fined $25,000 for drivers not calling out major stops on three different buses on a single day in November.
An enforcement officer with the Canadian Transportation Agency (CTA) filed the notice of violation on Monday and gave Transpo until Jan. 23 to pay the fine. Transpo has the option to request a review of the decision.
According to the CTA, the violations happened in the early afternoon on Nov. 14 on three buses: a -

Things got pretty ugly on social media Tuesday with a deluge of ugly Christmas garment tweets, all in support of the Ottawa Food Bank.
Participants submitted “elfies” of themselves in ugly sweaters, ugly T-shirts, and other woolly ugly goodness, with prizing for the ugliest sweater.

UK Defence Ministry refuses to say what F-35 will cost
Parliamentarians in the United Kingdom are angry because of repeated refusals by the Ministry of Defence to provide details about what the purchase of F-35s will cost taxpayers.
The UK defence committee has stated it is unacceptable to keep such figures from Parliament.
The purchase involves 14 F-35Bs.
The defence committee noted that it views the Ministry of Defence’s “failure to provide adequate cost estimates, either on an overall programme basis or on a per-aircraft basis, as who -
Cohen: Trudeau's sentimentality triumphs over his reason
Justin Trudeau’s Liberals end 2017 buoyed by unlikely byelection victories in Quebec and British Columbia, unbloodied by two new opposition leaders and riding a robust economy. In the afterglow of Canada’s sesquicentennial, the country enjoys a contentment unseen in years.
Canadians are comfortable with their prime minister of smiles, socks and selfies. Two years later, Trudeau still benefits from not being his dour and detached predecessor. We accept a leader who is more temperament -
Lougheed: Seasonal slowdowns at hospitals aren't just about holidays
As we enter the Christmas, Hanukkah, Diwali, Ramadan, Kwanzaa, Festivus, and overall winter holiday season, it is a good time for us to collectively reflect on our health. And no, I don’t mean the flu season or the risks of holiday overindulging (though both are important topics in their own right). I mean health care rationing.
While it is true that some slowdown in health care services over holiday periods may be expected with doctors and health care teams hoping to spend some tim -

Kingston mayor seeks extra lanes, other measures following Highway 401 crashes
The mayor of Kingston has called on the province to invest in extra lanes and other safety measures to improve conditions on the busy Highway 401 in Eastern Ontario.
Bryan Paterson said physical improvements to the highway, such as the addition of a third lane in both directions, improved interchanges and more electronic road signs alerting drivers to poor weather or driving conditions would help.
