On-time performance for OC Transpo slips over past year
City buses on most routes met their schedules an average of 63 per cent of the time in the first half of 2017, a couple of notches down from the same period in the previous year and matching the transit agency’s worst performance over six years.
OC Transpo recorded its on-time performance between January and June of 2016 at 65 per cent.
The measure dropped to 63 per cent in the last half of 2016 and stayed at that rate in the first half of 2017.

Juvenile loon free to fly away again after Ottawa ice rescue
Between the Arctic where it was born this summer and the coastal waters where it will winter, a young red-throated loon stopped in Ottawa and got marooned on a frozen pond at Andrew Haydon Park on Sunday.
But thanks to the kindness of strangers and two local bird-rescue organizations, it was free and back on course again Monday.
“It was heartbreaking seeing it on the ice – it was trying to get into the water but it couldn’t,” said Andrew Anderson, one of a number of -
Reevely: Cut environmental regulation to boost housing, advisers tell province
Ontario’s not building houses fast enough and needs to get rid of more environmental protections to solve the shortage, a high-powered group of provincial officials is telling the government.
We need less stringent approvals for projects near sensitive land and potentially endangered species, “concierge” helpers who’ll take builders by the hand and walk them through everything they need and more aggressive rezonings around highways and transit lines, says the Development -

Campbell: Domestic violence – please stop blaming the victim
On Dec. 6 1989, a man went on a shooting rampage at École Polytechnique, and 14 women died.
Since that day, the killing of women in Canada has continued. Thousands of Indigenous women are missing or murdered and presently a woman is killed every six days by a partner in Canada.
Until we collectively shift our focus from judging women toward fixing what’s broken, people will continue to die at alarming rates.
We hear in the news about mass shootings, murder-suicides -

Alexander: Why I support the Salvation Army’s proposal for Vanier
I strongly favour the Salvation Army’s proposed complex on Montreal Road in Vanier. But it must do real problem-solving for its clients. Currently it provides only band-aid support, necessary as that is.
Many people need help that works, and aren’t getting it. They also need help where they are, and they’re largely in Vanier. That’s why the Wabano Health Centre and the Inuit drop-in centre are there.
As is the case elsewhere in Canada, Ottawa has a burgeoning underclass o -
How the Salvation Army can improve homeless policy
The heated debate on the Salvation Army’s proposed Vanier project reminds me of Henry Ford’s quote, “If you always do what you’ve always done, you’ll always get what you’ve always got.”
The Salvation Army has been a leader in social services since it first arrived in Canada in 1882. Today, it plays a leading role in nearly every homeless system in Canada, including Ottawa.
As an early adopter of “Housing First,” homelessness data systems, pri -

Emergency crews were working to free a dump truck driver who became stuck after his truck rolled over on Highway 7 near the entrance to Highway 417 eastbound on Monday afternoon.
According to firefighters, the driver became trapped after the triple-axle dump truck rolled over, losing its load of gravel, at around 1 p.m. Specialized equipment was deployed to free the driver and clean up the scene.
Police were rerouting traffic around the area.
No further information has been released. -

Steve Amirault CD reviewed
Hold On, Let Go (self-released)
Steve Amirault
Is there anything easier for a jazz critic to slag than a solo CD from a singer-pianist? A glance at the album’s tunes might reveal overly familiar choices and a preponderance of ballads. A quick listen often reveals lyricism in abundance, easy accessibility and even reverence for jazz tradition. What more does it take is provoke a hip opinion-maker’s snark and disdain?
I’d urge my album-reviewing peers not to let any knee-jerk rea -

Will European fighter jets be at a disadvantage in upcoming Canadian competition?
The Liberal government says when it launches a competition to replace the CF-18 fleet it will be open and fair. All aircraft are welcome.
But will European fighter jets be at a disadvantage?
In discussing the future jet competition at the Dubai air show, RCAF commander Lt.-Gen. Michael Hood said his top priority was interoperability with the U.S.
Interoperability with the United States continues to be “the most important thing to me as command of the Royal Canadian Air Force,” he tol -

Enjoy the mild weather and clear roads – it's going to get messy later this week
After a cold, crisp weekend, the week begins with milder but cloudy weather forecast with a risk of rain by Wednesday.
Ottawa’s roads, meanwhile, are uncharacteristically clear with civil servants getting a one day holiday since Remembrance Day fell on a Saturday.
Monday’s forecast is for cloudy skies becoming a mix of sun and cloud near noon, a high of 2 C and a low of -4 C under overcast skies.
Tuesday’s a mix of sun and cloud, a high of 3 C and a low of -4 C.

Tear up the Sir John A. Macdonald Parkway
The Ottawa River’s banks are being primed for an ambitious goal. Bold and boastful, Ottawa’s newly revealed pitch for Amazon’s HQ2 is a cheeky reflection from the future. It brags about an “integrated” and “incomparable” campus built alongside the river during the “generational” transformation of LeBreton Flats. The eventual development of those barren lands will be a major shift in Ottawa’s time, as the Senators, central library and O- -

Trent: Immigration is good – but only if we deal with it correctly
When the government of Canada announced this month that it is increasing the number of Canadian immigrants by 10,000 a year to reach 340,000 annually by 2020, it was once again stressing quantity over quality.
Don’t get me wrong. My wife is noted for helping to integrate countless refugees and immigrants over the past 40 years. So we are not against Canada receiving more immigration. What worries us is the way we treat them. There are two enormous problems: We confirm to prospective immigr -
Editorial: Hear all voices on Salvation Army plan
The city of Ottawa has a homelessness problem that it’s not even close to solving. Which is why social service providers still offer emergency shelter beds. A few months ago, one such agency, the Salvation Army, unrolled an ambitious plan to build a huge new shelter, with related programs, in Vanier.
Its pitch is to move from its current, overstuffed home on George Street to 333 Montreal Rd. where a modern, $50-million building designed by an eminent architectural firm would offer 140 shel -

Rupi Kaur, the 'Poet of Instagram' wows sellout crowd at Museum of History
Had it existed, would TS Eliot or Sylvia Plath have published their poetry on Instagram?
They would have if, like Rupi Kaur, they wanted their work to be read by millions, instantly.
Kaur, 25, is likely the most famous poet you’ve never heard of — unless you’re one of the legions of mostly young women that make up her enormous fan base. Kaur’s first book of poetry — milk and honey — has sold two million copies and spent more than 80 straight weeks on the New Y -
Stittsville residents open 'Rosehill Expressway' to protest city's traffic diversion scheme
To the soundtrack of Kenny Loggins’ “Danger Zone” a group of Stittsville residents opened Ottawa’s newest “expressway” Sunday.
“We came here to celebrate!” proclaimed resident Glen Gower, his tongue in cheek, as the cover was pulled from a mock green and white traffic sign for Rosehill Expressway.
“Just beyond this hill is one kilometre of wide open roadway. No stop signs,” Gower said. “Forget about the fact that it goes by a scho -
Egan: Salvation Army's shelter only exploits homeless model we've bet the house on
The City of Ottawa will need a compelling reason to turn down the Salvation Army’s proposed $50-million shelter and social service hub on Montreal Road.
It hasn’t heard one yet, I would venture, and likely won’t this week.
The most important thing to keep in mind as councillors gather in committee on Tuesday is this is not an existential debate — why a shelter, why this “mega” shelter? — much as opponents would like.
It is a planning and land-use exercis
