Proposed unit additions on Byron Avenue illustrate planning 'water torture,' councillor says
A city councillor is accusing a builder of trying to pull off a bait-and-switch by adding basement units to two recently constructed buildings on Byron Avenue.
“Situations such as these are the water torture of planning for residents,” Kitchissippi Coun. Jeff Leiper writes in a staff report that supports one additional unit each at 266 and 270 Byron Ave.

Police raid Cannabis Culture on Bank Street for the second time
Police raided one of the city’s busiest pot shops on Tuesday, hauling away five clerks in handcuffs while a handful of demonstrators jeered.
It’s the second time the Cannabis Culture dispensary on Bank Street near Gladstone Avenue has been raided. The illegal shop closed for a day last March after police arrested five clerks for drug trafficking and hauled away the dried weed, cannabis concentrates and oils on sale.
On Tuesday, drug squad officers in balaclavas, the SWAT team a -
Back in business at Billings Bridge after daytime gunfire
Normality replaced terror at Billings Bridge Shopping Centre Tuesday, the day after a fight between men armed with a gun and a knife escalated into a shot fired in broad daylight.
Police said they’re continuing to investigate Monday afternoon’s incident.
Two men, who are believed to have been involved in the fight, fled before officers arrived Monday but later turned up at a local hospital with injuries that were not life-threatening.

Charges against two Magna Terra pot dispensary clerks are going ahead, says prosecutor
Prosecutors say drug trafficking charges against two clerks arrested during raids on Magna Terra marijuana dispensaries in Ottawa are going ahead, contrary to a previous report in the Citizen.
Charges against two of the seven people arrested during raids on two Magna Terra shops last March were withdrawn, according to records given to the Citizen by the court. While that is correct, the charges were subsequently filed again, said a spokeswoman for the Public Prosecution Service of Canada. The co -
Reevely: Ontario's jails can't even count their dead, review finds
Ontario’s Corrections Minister Marie-France Lalonde will rewrite the law governing the province’s jails, she promises, after realizing there are few central rules for how we treat inmates who are at our mercy.
She’s driven by a final report from Howard Sapers, formerly the official in charge of handling inmate complaints in federal prisons. The province hired him to tell it what to do about a jail system so bad it let one particular inmate, Adam Capay, languish in solitary conf -

Opinion: Impaired driving bill overly targets medical cannabis users
Recently, the House of Commons Standing Committee on Justice and Human Rights has focused its attention on Bill C-46, which will tighten impaired driving laws, particularly cannabis impaired driving.
While there is no disagreement that laws targeting impaired driving should be strongly enforced, and the government has taken a positive step forward in contemplating impaired driving law reforms, the proposed testing and enforcement mechanisms in Bill C-46 raise significant questions and concerns a -

Why 'pop-up' drug overdose sites are morally and legally right
Despite the mounting toll of overdose-related deaths in Ontario, Ottawa’s mayor and certain city councillors are trying to close a “pop-up” overdose prevention site in Raphael Brunet Park. Amorous bulls, escaped goats and a pony on the loose for Leeds County OPP
Leeds County OPP officers have been tackling a string of livestock-on-the-loose calls this fall.

Cohen: How Julie Payette could redefine the Governor General's role
Julie Payette did something extraordinary after taking the oath as Governor General of Canada this week: She stood (rather than sat) in the well of the Senate, and she spoke (rather than read) her remarks. Without text or teleprompter, she just talked.
It was a performance. Her words were picked, cut and arranged like an autumn bouquet. To prompt herself, she wrote key words on her fingers, like a Jesuit.
Her remarks never felt forced. She looked unhurried and unfazed, even faintly bemused -
