The Federal Court of Appeal won’t hear the case of a former Health Canada scientist fired for alleged insubordination in 2004.
Shiv Chopra, a veterinarian and microbiologist who drew national attention for his criticism of the veterinary drug approval process, was one of three researchers fired in June 2004 by Health Canada. While the other two scientists were eventually ordered re-instated, the Public Service Labour Relations and Employment Board upheld Chopra’s dismissal last

New survey finds 42 per cent of Ontarians live paycheque to paycheque
TORONTO — The Canadian Payroll Association says Ontarians are not immune to a national trend of spending too much and saving too little.
The association’s ninth annual survey found 42 per cent of people living in Ontario spend all of their net paycheque, right in line with the national average of 41 per cent.
It says 43 per cent of Ontarians save just five per cent of their paycheques, well shy of a recommended 10 per cent threshold.
A quarter of Ontarians say they would be unable to -
Trial for two Liberals on Election Act bribery charges to start in Sudbury
Two Ontario Liberals go on trial Thursday on Election Act bribery charges stemming from a 2015 byelection in Sudbury, but the stakes are also high for Premier Kathleen Wynne herself.
The Sudbury trial happens nearly simultaneously with another Liberal trial — related to the cancellation of two gas plants — which makes for terrible optics for the party. But while that second trial involves staffers for former premier Dalton McGuinty, the Sudbury scandal is one forged entirely under Wy -
'Like a blizzard with warm water': Ottawans scramble in face of Hurricane Irma
Hurricane Irma is 3,000 kilometres away, but repercussions from the immense Category 5 hurricane can still be felt in Ottawa.
“It’s the reason I’m not sleeping,” said Crystal Smalldon, an addictions counsellor whose boyfriend works in neurosurgery at a hospital in Orlando, a city bracing for the storm’s arrival on the weekend. Because he provides an essential service, Smalldon’s boyfriend isn’t allowed to leave to escape the approaching storm.

Q&A: What makes math hard?
Daniel Ansari studies how children learn math. The Western University psychologist Canada Research Chair in developmental cognitive neuroscience holds a Steacie Fellowship.
He focuses on the earliest years of school, and we asked him about kids and math.
When does math difficulty appear?
He says the divide begins in junior and senior kindergarten:
“A lot of our research shows that (these) children’s understanding — being able to name Arabic numerals, being able to compare -
Five to watch: White, Chabot take centre stage as Senators rookie camp opens
Typically, the Ottawa Senators rookie camp is an exercise in evaluation, a chance for the organization to see how its prospects stack up against peers.
Yet there’s a much bigger buzz this time around.
Thomas Chabot and Colin White, the Senators’ prized 2015 first-round draft picks, could potentially land spots on the Senators’ roster when the regular season opens Oct. 5 against Washington.
The first step toward that goal will be a 2 p.m. workout Thursday at the Bell Sensplex in -
Canada is a leader in public sector gender equality, says new report
Canada is a global leader when it comes to gender equality in the public sector’s senior levels, according to a recent report by Global Government Forum, a research group focused on issues facing civil servants.
At 46.4 per cent, Canada has the highest proportion of female senior civil servants of any G20 country, according to the report. Australia and South Africa trail close behind at 43.3 and 41.1 per cent, respectively.

Gatineau man gets $662 ticket area police continue back-to-school anti-speeding blitz
Traffic officers on both side of the river continue heir back-to-school watch, but it would appear drivers are slow learners.
More than two dozen tickets for excessive speed in school zones were handed out across the region Wednesday.
In Gatineau, the worst appeared to be a 63-year-old man who blew through a 30 km/h zone at 78 km/h.
The man received a ticket specifying a fine of $662 and 10 demerit points; his license was suspended for a week pending further legal proceedings.

Spectacular Carleton Place crash becomes YouTube sensation
OPP have charged an Ottawa man with careless driving after a car smashed into a traffic light Tuesday evening in Carleton Place.
By Wednesday, a dramatic video of the vehicle weaving, then running into the ditch, striking a culvert and flying through the air into the light standard had already racked up thousands of views on YouTube. That’s courtesy of a motorist who captured video of the crash on the road behind him, then stopped to help.
OPP said they were called to the -
Reevely: The risk of trying to be everything for everyone in Ontario's education revamp
Ontario’s education ministry is about to start a major overhaul of the whole school curriculum, questioning what we teach, how we teach it, and how we evaluate whether students have learned it.
The project has a dreamy goal in two conflicting parts: helping students do better in “core skills” such as math, and “increasing emphasis on transferable life skills that can help students of all ages meet the changing demands of today and tomorrow.” Those include “com -

Pump prices expected to start trickling down with four-cent drop Thursday: Analyst
The gas pains we’ve been feeling at the pump should start to ease but “fast up, slow down,” an industry analyst warns.
Dan McTeague of gasbuddy.com predicts a four-cent price drop Thursday and perhaps a penny on Friday but says the best case scenario is that it’s two weeks before the impact of Hurricane Harvey blows over.
As of Wednesday afternoon, gas prices in the area ranged from a low of 120.9 cents a litre to a high of 131.9 cents.
The Ottawa average was 128.5 cents -

LIVE: Watch as Hurricane Irma batters the Caribbean
Hurricane Irma is the most powerful hurricane ever recored in the Atlantic ocean.
The hurricane grew into a dangerous Category 5 storm on Tuesday and showed no signs of losing strength. The U.S. National Hurricane Center said Irma was a “potentially catastrophic” storm with winds that extend 50 miles (80 kilometres) from the centre.
The centre of the storm is expected to cross near Puerto Rico, the Dominican Republic, Haiti, Cuba and possibly Florida. It could arrive in South Florida -
Many flooded-out Gatineau homeowners still in limbo
With 240 West Quebec residents still under the care of the Red Cross after flooding devastated their homes in May, the City of Gatineau says it continues to wait on its provincial counterparts to fully assess the damage.
In a presentation Tuesday, some four months after the river crested, Gatineau councillors heard the city is waiting for relevant damage and claim information from Quebec’s Ministry of Public Security.
The ministry has divulged the number of damage claims, but not the addre -
Committee votes to extend weekend parking limits on unsigned streets
Motorists will get six hours of worry-free street parking on weekends if council ratifies a decision made by the transportation committee on Wednesday.
The committee voted in favour of extending the current three-hour maximum parking time on unsigned streets to six hours between 7 a.m. and 7 p.m. on weekends and holidays.

House Works: Steve Maxwell chronicles 30 years of rural Ontario life
In September 1985 I bought a rural property on a dead-end road on a rural island that changed the course of my life. I was 22 then, and I’d decided to get serious about my dream to move from the suburbs of Toronto to one of the most rural corners of rural Canada. At the time there were lots of questions to be answered. There were even questions I didn’t know enough to ask. How would I make a living? How would I build some kind of home on this property? Would the reality of an authent -
After multi-agency response, report of diapers floating in river turns out to be foam
A mistaken report of “hundreds,” even “thousands,” of diapers floating down the Ottawa River Wednesday morning, underscored the multi-layered problem of who is responsible for what floats in the river.
The diapers turned out to be naturally occurring foam, a common byproduct of organic matter in the water, something Ontario’s Ministry of Environment discovered after checking out the report from a passing commuter.
Before the issue was resolved, it bounced through se -

Dawson: School can suck – get help when you need it
School sucks.
Not always, mind you – a lot of the time it’s incredible – but sometimes, it’s excruciating. The intense pressure of university life, the freedom that comes along with it and all of the attendant challenges can make post-secondary education tough.
Exams, breakups, sex, drugs (for the most part, the rock ‘n’ roll is OK) alcohol, family, finances, deaths, lost friendships, moving away. And that’s just what comes to me in a split second.& -

Kee: Tackling the world's problems with an arts degree
This week my son begins his first year of university. Like almost a quarter-million other young Canadians, Jacob is starting a new adventure, with a curiosity about the world around him, an eye to the job market and a relationship with technology that sometimes baffles his dad.
Like all parents, I am concerned for his future. But as he settles down in a new city and province, eager to get away from mom and dad, I am confident that he will succeed, and that the four years, and thousands of dollar -

Northern lights coming — but it may be too cloudy to enjoy them
The northern lights stand a good chance of putting on a show in Ottawa Wednesday night and/or Thursday night.
Sadly, the weather forecast isn’t good.
The forecast calls for a mix of clouds and clear sky, and possibly showers, both nights.
The good news is that while the aurora appears most often in the north, the space weather forecast says it should be visible this time as far south as Lake Erie and northern New York. Here’s the map.
The cause of all the excitement is a large ejecti -
The unique journey of a U.S. M1 Carbine – from D-Day to the Canadian War Museum
Over the last couple of months I have been publishing photos and material about unusual artifacts from the Canadian War Museum. In some cases the items were being prepared for display as exhibit areas are being reworked.
In other cases they are kept in the museum’s vaults and have not been seen by the public. That is the case in the item being featured today on Defence Watch.
Eric Fernberg and Andrew Burtch of the war museum have provided the details about this US military M1A1 carbine fro -
