  VICTORIA — Fines are going up for anyone who uses off-road vehicles and snowmobiles in environmentally sensitive areas of B.C.
  Anyone operating the vehicles in those areas will face a $575 fine, effectively immediately.

  A newborn baby girl who was found in critical condition after being left in a dumpster last month has died in hospital.
  The baby was found in critical condition in a dumpster outside a Mission daycare centre on Nov. 23.
  Police said a 21-year-old woman was later arrested but released. No details were provided on who found the baby and how.
  On Tuesday, police said the child died on Nov. 29. Charges have yet to be laid and the investigation continues.

  A 23-year-old Surrey man has been charged in the death of Elizabeth Poulin.
  Nicholas Dwayne Wallace, a 23-year-old Surrey resident, has been charged with second-degree murder in Poulin’s death.
  On Nov. 24, police were called after a relative found the 87-year-old dead in her apartment near Kingsway and Kerr in east Vancouver. Investigators arrested Wallace two days later in Surrey.
  Wallace was charged on Tuesday morning and remains in custody. There is no further information at this time.
