  A helium balloon is being blamed for a B.C. Hydro outage that cut power to more than 12,000 customers in North Vancouver on Wednesday morning.

  Elections B.C. has handed out $4,000 worth of penalties to the B.C. NDP for four different Election Act non-compliance violations.
