ICBC auto insurance rates report on potential 30 per cent hikes released
via vancouversun.comA report warning B.C. drivers that they may have to pay 30 per cent more for auto insurance unless the new provincial government makes significant changes was released today.
The study by Ernst & Young, leaked on the weekend and reported on by Postmedia, says a massive overhaul to the Insurance Corp. of British Columbia needs to start now in order to avoid drastic rate hikes that are forecast over the next two years.
The report says changes could include bringing back photo radar, capping pa -

Police remain tight-lipped as Marrisa Shen murder investigation continues
via vancouversun.comThe Integrated Homicide Investigation Team said it’s not known whether the murder of Marrisa Shen was targeted or random.
On Twitter, police investigators said there are no updates for the media on Monday and said anything new from the investigation will be “provided when available.”
“U/K if it’s targeted or random,” said police.
Shen, 13, was reported missing at 11:30 p.m. last Tuesday and her body was found in the southeast area of Central Park at 1:10 a.m. -

Both vehicles fled the scene — the Civic heading south and the Cadillac heading north — before police arrived.
There have been no reports of any injuries. Earlier this month, an innocent bystander sitting in a minivan was injured when she was stru -
Money can buy happiness if it used to free up your time
via vancouversun.comWhen Natalie Lanoville decided to hire someone to clean her home, she was working part-time at a $14-an-hour job, and paid her cleaner more than she was earning.
But it was a price she was willing to pay to get rid of an onerous task she was loath to do following a recent breakup.
Ten years later, Lanoville works long hours as a fundraiser for a non-profit and still has her 1,000-square-foot home cleaned for $75 every two weeks.
“It has contributed substantially to my hap -
Kelowna teen completes English Channel swim, raising thousands for Canuck Place
via vancouversun.comWhile many teens spend summers relaxing, a 17-year-old from Kelowna has been pushing her body and mind to the limits and raising thousands of dollars for charity in the process.
Emily Epp swam across the English Channel earlier this month in a gruelling trek that took nearly 12 hours to complete.
Wearing just a bathing suit, a swim cap and goggles, Epp braved less-than-ideal conditions, including chilly, choppy waters and oceans swells that left her nauseated for hours.
She said her family and c -
Douglas Todd: Why Canada needs to debate immigration
via vancouversun.comSimon Fraser University political scientist Sanjay Jeram is bravely going where few Canadian scholars — and virtually no politicians — dare to go.
In the face of an unspoken taboo against seriously debating immigration policy in Canada, Jeram says the time has come for Canadians to start openly discussing the migration issues they’ve been avoiding.
Housing, employment, urban congestion, the welfare state and training are all affected by Canada’s immigration policies, says -

B.C. patients more likely to face longer wait for orthopedic surgery
via vancouversun.comOne in three British Columbians who had orthopedic surgery within the last 10 years say they waited an “unreasonable” amount of time for the surgery — the highest level of dissatisfaction in the country, according to a new Angus Reid Institute poll.
About 22 per cent of Canadians surveyed said they waited too long for their procedures, a figure that translates to more than 300,000 patients based on the number of knee and hip surgeries conducted in Canada over the past deca -
Politicians, pipelines and paying heed to the rule of law
via vancouversun.comThe new B.C. NDP government campaigned vociferously during the election that it would use every tool in its “tool kit” to stop an interprovincial pipeline expansion that is clearly within the sole jurisdiction of the federal government. There can be no doubt about the new government’s position and its overriding animus to the pipeline project.
A non-governmental advocacy group has published an articulation of the legal tools it says the new government can use to stop the projec -
Opinion: Notley not winning hearts or minds in B.C.
via vancouversun.com“Mark my words, that pipeline will be built,” vows Alberta Premier Rachel Notley.
With multiple lawsuits before the courts, including one by the Raincoast Conservation Foundation, and an anti-Trans Mountain provincial government taking power in British Columbia, Notley’s audacious guarantee seems intemperate at best. However, if Notley’s intention was to harden opposition in B.C. to the Kinder Morgan Trans Mountain expansion, she certainly accomplished that.
Notley’ -
Opinion: Challenges facing the new government in education
via vancouversun.comAll governments face the challenge of managing the public’s expectations. Balancing expectations is particularly challenging for governments with slim majorities and minority governments. There are three challenges facing the new B.C. NDP government around education: improving student achievement, promoting equity and restoring confidence in the province’s public schools.
Improving student achievement in a system such as B.C.’s which is already high achieving is particularly ch -
Ready to log 8K in Squamish, pedalling in Fort Langley, Kamloops kudos
via vancouversun.comThe last time I spent “quality time” in Squamish my mother-in-law screamed at me.
OK, to be precise, and just between you and I of course, she swore like a freakin’ rapper.
Technically this writer maybe deserved it, because knowing she was afraid of heights I coaxed her up the Sea to Sky Gondola, promising she’d enjoy the so-called summit’s Adventure By Nature.
The mother-in-law, not a fan of heights or suspension bridges, had a few choice words during her memorable -
Surrey council to vote on plan for new road through Hawthorne Park
via vancouversun.comOpponents of a controversial project to build a road through a popular Surrey park are urging Surrey councillors not to repeal a bylaw designed to protect Hawthorne Park.
The proposed 105 Avenue corridor project for a two-lane road between Whalley Boulevard and 150th Street — which would link 105 Avenue with 105A Avenue on the other side of Hawthorne Park — would take out 1.6 hectares of parkland and cut down 250 trees.

Vancouver program seeks to boost supply of affordable rental housing
via vancouversun.comThe City of Vancouver has unveiled a pilot project to boost the supply of affordable rental housing in the Cambie corridor.
On Sunday, Mayor Gregor Robertson said the city hopes to use an inclusionary zoning proposal to provide 1,000 affordable rental homes in the Oakridge Municipal Town Centre.
The homes would be reserved for renters with household incomes of $30,000 to $80,000 and designated as “long-term affordable.” To meet that benchmark, rents would be no more than 30 per cent -

Vancouver pot activist calls for open cultivation of cannabis plants
via vancouversun.comA cannabis plant in every yard?
That could be the slogan for Dana Larsen’s Overgrow Canada pot-seed campaign.
The marijuana advocate led a project this year to give away 5 million cannabis seeds this year; last year he and his colleagues gave away 2.5 million.
“We’re encouraging people to plant them openly,” he said Sunday. “The goal is to normalize cannabis growing.”
It’s a continuation of a civil disobedience campaign, following on from the growt -
