Outdated flood maps. Emergency vehicles sidelined because they had low floors. No inventory of city equipment and materials. Not enough inspectors to check flooded homes. A 911 system inundated with calls because the city help line went down for four hours.
A city report shows Montreal was ill-prepared for disaster in the spring of 2017, when the island suffered its worst flooding in 40 years. The document, obtained by the Montreal Gazette, is to be made public next week.

Turcot: Ville Marie Expressway to close this weekend
Saturday will be the first of many instances where the entire Ville Marie Expressway will be closed as workers demolish the old structure.
Westbound traffic on the Ville-Marie was diverted to the eastbound span last month and will remain that way at least until the middle or end of 2019. Crews must demolish and then rebuild the westbound highway. Until then, both the eastbound and westbound traffic on the expressway will share one span, with traffic lanes reduced to two lanes for most of that sp -

Montreal budget: City promises to consult with angry suburbs — next time
Next time, the city of Montreal says it will consult with suburbs before calculating how much they owe for shared services such as policing and public transit.
But that won’t help suburban mayors who are furious after being told Wednesday that they’ll have to pay a lot more — in some cases hikes were of nine per cent or more — in 2018.
At a city of Montreal finance committee hearing on Friday morning, Montreal City Manager Alain Marcoux admitted the city did not -

Barrette pays premium to add more beds for Quebec's flu season
Health Minister Gaétan Barrette had to pay a big price to avoid overcrowding in emergency rooms as Quebec heads toward flu season.
Barrette announced Friday an injection of $23.25 million to open 350 additional beds in Montreal and on the North and South Shores. The places, mostly in the private sector, will allow emergency rooms to clear short-term beds for patients who have already been seen by a doctor but are still there because of a lack of room elsewhere at the hospital. Don Macpherson: Who is entitled to victimhood in Quebec
Quebec is a province of minorities. Even the French-speaking provincial majority is keenly aware that it is a national cultural and political minority. And not even political separation from Canada would change its status as a tiny minority in North America.
The insecurity of minorities explains the defensiveness of Quebec’s nationalism, which is really based on culture rather than territory, and the divisiveness of its politics, which treats other cultures as threats to its majority&rsquo -
Editorial: Sexual misconduct, and power imbalances
This week, Concordia University’s creative writing program was in the spotlight over accusations that certain male professors hit on their students.
Last week, it was Toronto’s Soulpepper Theatre Company, where the artistic director resigned amid allegations of workplace sexual misconduct.
Since October, the Weinstein effect has shown no sign of letting up.
But this is not about one man or another, even if there is a certain schadenfreude in seeing tables turned.

Montreal budget contravenes Quebec rule by delaying capital-works plan: opposition
Montreal opposition leader Lionel Perez says Mayor Valérie Plante is putting the money before the planning.
He said Plante’s administration has broken a provincial rule by bringing in an operating budget before a capital-works plan. The operating budget covers day-to-day expenses, while the three-year capital-works plan tackles larger-scale, longer-term infrastructure projects and is financed largely through long-term borrowing.

Bill Zacharkiw: How to get the most out of your sommelier
After a 10-year hiatus, I recently returned to my former job as a sommelier at 40 Westt in the West Island. While getting used to staying up late has been tough, working the floor has allowed me to have a lot of one-on-one chats about wine, and to get an immediate reaction from people about my recommendations.
At times, though, I feel under-used. And I’m not alone, based on conversations I have with other sommeliers: Some people hesitate to take full advantage of this service. Since Montre -

Quebec gangster can leave halfway house, return home to Trois-Rivières
One of Quebec’s most notorious gangsters has succeeded in his efforts to have the Parole Board of Canada lift a condition that required him to reside at a halfway house for the past six months.
“I am chained like a dog to a halfway house. So if someone wanted to kill me it is very easy for them to find me,” said Raymond Desfossés, 67, during a hearing held Friday morning at a federal penitentiary in Laval.

The Right Chemistry: Antioxidant hype is more marketing than science
I stopped counting at about 20, but could have gone on and on. I was scanning product labels for the term “antioxidant” as I recently meandered through a Whole Foods supermarket in New York. And of course, innumerable capsules and pills loaded with vitamins, polyphenols and minerals, all touting their po -
