Quebec should improve welfare and significantly increase the work premium for low-income earners if it won’t provide a guaranteed minimum revenue, says a committee of experts who studied the issue.
The committee, which was set up by the provincial government in June 2016, published a detailed report containing 23 recommendations on Monday. The report is to lay the foundation of the government’s policy to fight poverty and social exclusion, expected this fall.

A large section of land collapsed on Sunday a few metres from a single-family home on the banks of the Richelieu River in the Montérégie region.

Two Montrealers have been fined $382,000, and one of them was hit with a 12-month jail sentence, after they admitted involvement in a tax scam.
Si Hung Nguyen and Tram Ton pleaded guilty to tax fraud charges on Oct. 11, admitting they produced false tax forms and neglected to pass on provincial sales tax and the Goods and Services Tax to authorities, Revenue Quebec said in a statement Monday.

Montreal to test emergency siren system at 2 p.m. Tuesday
The city of Montreal’s civil protection department will be testing its emergency siren system at 2 p.m. Tuesday.
The nine sirens, each located in factories and activated when a toxic leak has been detected, will be audible in 11 city boroughs and four neighbouring municipalities.
Residents living near the factories have already received notices of Tuesday’s test, which also includes preparedness drills for first responders.
The exercise is carried out annually. -
