    An individual who was driving well over the speed limit on John Counter Boulevard has been charged. According to Kingston Police, the individual was driving along John Counter Boulevard between Sir John A Macdonald Boulevard and Portsmouth Avenue on Feb. 4 around 11:30 p.m. An officer, who was conducting traffic enforcement, spotted the driver travelling westbound at a high rate of speed.
